AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Lot 2,
Waukee Towne Center Plat 4 (350 SE Alice’s Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Colliers Engineers & Design requests approval of a site
plan to authorize the construction of a single-story building for a Chase Bank. The building is under
3,000 square feet in area. The site includes a drive-up canopy for a remote teller and ATM. A trash
enclosure is shown at the southwest corner of the site and a monument sign is shown at the west side
of the site.
One access will be provided into the site off of SE Laurel Street to the west. There will also be shared
accesses to the adjacent lots. A pedestrian connection is provided into the site from the existing trail
along SE Alice’s Road. A total of 9 parking spaces are required. They are providing 30 parking spaces.
The site will be serviced with public utilities. Storm water detention will be provided with an
underground detention facility. The landscape plan meets the requirements of the Landscape and Open
Space Ordinance.
The elevations of the building are proposed to be constructed mainly of stone, brick, Nichiha, and
storefront system. The trash enclosure will be constructed of stone to match the building.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the November 28, 2023, Commission Meeting and recommended
approval subject to remaining staff comments:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a
commercial building, as presented by the applicant, Waukee Towne Center, LLC, represented by
Colliers Engineering Consultants.
The property is generally located west of SE Alice’s Road and north of SE Laurel Street, containing
approximately 0.78 acres. The subject property was recently platted as part of Waukee Towne Center
Plat 4.
The project includes the construction of a single-story building for Chase Bank. The building is under
3,000 square feet in area. The site includes a drive-up canopy for a remote teller and ATM. A trash
enclosure is proposed at the southwest corner of the site. A monument sign is shown at the west side
of the site.

One access will be provided into the site from SE Laurel Street to the west. There will also be shared
access to the adjacent lots, both to the north and to the south when those lots develop in the future. A

Nichiha, and storefront system. The trash enclosure will be constructed of stone to match the building
and includes a steel gate. A photometric plan for the site lighting has been submitted and complies
with the requirements of the Site Plan Ordinance.
The comprehensive plan classifies the subject property as Community Commercial. The Community
Commercial classification provides a variety of goods and services to serve the community and are
typically located along minor or major arterials.
The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and
Planned Development. Staff recommends approval of the site plan for Lot 2, Waukee Towne Center
Plat 4 subject to remaining staff comments.
Discussion as follows:
• Commissioner Broderick will recuse himself from the vote
Motion by Commissioner Beenken for approval of a site plan for Lot 2, Waukee Towne Center Plat 4,
seconded by Commissioner Lohse. Ayes: Beenken, Streit, Lohse and Bankole. Nays: None.
Recusals: Broderick. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Lot 2, Waukee Towne Center Plat 4, subject to remaining staff comments on
November 28, 2023; AND,
WHEREAS, the Site Plan for Lot 2, Waukee Towne Center Plat 4 is in general conformance
with §160 – Site and Building Development Standards Ordinance of the Waukee Municipal
Code; AND,
WHEREAS, the Site Plan for Lot 2, Waukee Towne Center Plat 4 is in general conformance
with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 4th day of December, 2023 that the Site Plan for Lot 2, Waukee Towne Center Plat 4 is
approved subject to remaining staff comments.
