AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat, and site plan for Kettlestone Central Apartments / Kettlestone Central
Apartments Plat 1
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat, and site plan for a multi-family residential, apartment project,
located west of SE Waco Place and south of SE Pleasant View Drive,
containing 17.82-acres.
The project includes the construction of six apartment buildings and 360 total
units. All apartment buildings are three-stories. Four of the buildings contain
66-units and two of the buildings contain 48-units. The total proposed density
is 22.41 dwelling units pre acre.
The project also includes a clubhouse with two outdoor pools, several garage
buildings, three storage buildings, and one maintenance building. Several
trash enclosures are provided along the rear of the property.
The final plat includes a total of two lots. Lot 1 is 5.71 acres and Lot 2 is
10.36 acres. The final plat includes street lots for the adjacent public streets.
Four accesses will be provided into the site from the surrounding public
streets. A 10-foot-wide trail will be provided along SE Waco Place. A 10-
foot-wide trail exists adjacent to the property, along SE Pleasant View Drive.
Several pedestrian connections will be provided into the site from the adjacent
public trails.
A total of 462 parking spaces are required, they are providing 655 spaces. All
units will be serviced with private utilities. Stormwater detention will be
provided in a pond located at the north side of the site. The owner will be
responsible for the maintenance of the pond and private utilities.
A landscape buffer will be installed along the east side of the site, adjacent to
SE Waco Place. A minimum of 20% of the site is required to be open space
and the applicant is providing 38% open space. Parkland dedication has been
satisfied with a fee in lieu of land dedication.
Elevations of the proposed buildings will be constructed of mostly brick in
different color variations.

FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, final plat, and site plan request at their
meeting on November 28, 2023 and recommended approval:
Approval of a Preliminary Plat, Final Plat, and Site Plan for Kettlestone Central
Apartments
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat, final
plat and site plan for a multi-family residential development, as presented by the owner, Kettlestone
Central, LC, represented by Jensen Group.
The property is generally located south of SE Pleasant View Drive and west of SE Waco Place
containing approximately 17.82-acres. The project includes the construction of a total of six apartment
buildings and 360 total units. All apartment buildings are three stories. Four of the apartment
buildings contain 66 units and two of the apartment buildings contain 48 units. The total proposed
density is 22.41 dwelling units per acre.
The project also includes a clubhouse with two outdoor pools, several garage buildings around the
perimeter of the parking lot, three storage buildings at the northwest corner of the site, and one
maintenance building along the north side of the site. Several trash enclosures are provided along the
rear of the property, or the west side of the site.
The final plat includes a total of two lots. Lot 1 is 5.71 acres in area and Lot 2 is 10.36 acres in area.
Lot 1 includes three of the apartment buildings and is located along the south side of the site. Lot 2
includes the other three apartment buildings, the clubhouse, and the storage and maintenance
buildings. The final plat also includes street lots for the adjacent public streets – SE Westown
Parkway and SE Waco Place.
Four (4) accesses are proposed into the site from the surrounding public streets. Three (3) accesses
will be provided from SE Waco Place, and one access will be provided from SE Pleasant View Drive.
A 10-foot-wide trail will be provided adjacent to the property, along SE Waco Place. A 10-foot-wide
trail exists adjacent to the property along SE Pleasant View Drive. Several pedestrian connections are
provided into the site from the adjacent public trails.
All units will be serviced with private utilities extended through the development. Stormwater
detention will be provided in a pond at the north side of the site. The owner will be responsible for the
maintenance of the pond and private utilities. All proposed easements have been indicated on the final
plat. A landscape buffer will be installed along the east side of the site, adjacent to SE Waco Place.
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 38%. Plantings are being provided throughout the site in compliance with the Landscape
& Open Space Ordinance. Parkland dedication will be satisfied with a fee in lieu of land dedication.
The elevations of the buildings will be constructed of mostly brick in different color variations. The
roofing material is proposed to be asphalt shingles. Elevations of the proposed buildings have been
provided for review. The applicant has provided a lighting plan with meets the requirements of the
Site and Building Development Standards.
The preliminary plat, final plat, and site plan are in general conformance with the Zoning Ordinance,
Subdivision Ordinance, Site Plan ordinance, Planned Development and Comprehensive Plan. Staff
recommends approval of the preliminary plat, final plat, and site plan for Kettlestone Central
Apartments subject to any remaining staff comments and review of legal documents.
Discussion as follows:
• General discussion that the City of West Des Moines is located directly east of the project and
both West Des Moines residents and the City of West Des Moines were notified at the time
this property was re-zoned; also, no feedback has been received in relation to the proposed site
plan
• General discussion of the density, scale and timeline of the project, with Erin Ollendike of
Civil Design Advantage, providing information that the entire project would be completed all
at once, no phases
• General discussion that the Kettlestone gym buildings would be located directly west, which
includes basketball courts
Motion by Commissioner Broderick for approval of a Preliminary Plat for Kettlestone Central
Apartments, seconded by Commissioner Lohse. Ayes: Beenken, Broderick, Streit, Lohse and
Bankole. Nays: None. Motion carried.
Motion by Commissioner Streit for approval of a Final Plat for Kettlestone Central Apartments,
seconded by Commissioner Lohse. Ayes: Beenken, Broderick, Streit, Lohse and Bankole. Nays:
None. Motion carried.
Motion by Commissioner Bankole for approval of a Site Plan for Kettlestone Central Apartments,
seconded by Commissioner Beenken. Ayes: Beenken, Broderick, Streit, Lohse and Bankole. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat
and site plan for Kettlestone Central Apartments subject to remaining staff
comments.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the Preliminary Plat for Kettlestone Central Apartments is in general conformance
with section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 4th day of December, 2023 that the Preliminary Plat for Kettlestone Central Apartments
be approved subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Kettlestone Central, LC, has requested final plat approval of Kettlestone Central
Apartments Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 28, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Central Apartments Plat 1 and the documents relating
thereto will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
4th day of December, 2023, that the Final Plat for Kettlestone Central Apartments Plat 1 be and the
same is hereby accepted and approved by the City Council of the City of Waukee.
