HomeMy WebLinkAbout2023-12-18 I01F_03 Board and Commission Appointment PolicyAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: December 18, 2023 AGENDA ITEM:Consideration of approval of a resolution approving amended Board and Commission Appointment Policy (December 2023) FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: The Board and Commission Appointment Policy was last amended in 2019 as part of the Rules of Procedure for Conduct of City Council Business. City staff propose amending the policy to reflect current practices more accurately, as well as removing the policy from the Rules of Procedure and establishing it as a separate policy. Elected Official Travel and Training Policy (December 2023) PREPARED BY:Becky Schuett REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: I1F3 THE CITY OF WAUKEE, IOWA RESOLUTION 2023- AMENDING BOARD AND COMMISSION APPOINTMENT POLICY (DECEMBER 2023) IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, on December 3, 2001, the Waukee City Council enacted rules and procedures by which to conduct City Council meeting (Resolution #01-221), with said rules and procedures occasionally modified and readopted since first being enacted; AND, WHEREAS, the Rules of Procedure have historically included a Board and Commission Appointment Policy as an addendum; AND, WHEREAS, City staff propose removing the Board and Commission Appointment Policy from the Rules of Procedure addenda and re-establishing the Board and Commission Appointment Policy as an independent policy; AND, WHEREAS, City staff also propose amending the Board and Commission Appointment Policy to more accurately reflect current practices. NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 18th day of December, 2023, that the Board and Commission Appointment Policy (December 2023), attached herein as Exhibit A, is hereby approved and adopted. ____________________________ Courtney Clarke, Mayor Attest: ___________________________________ Rebecca D. Lyon Ben Sinclair EXHIBIT A Board and Commission Appointment Policy 1.All board and commission terms expire on January 31 with appointments beginning on February 1, with the exception of the Waukee Public Library Board of Trustees, which terms expire on June 30 with appointments beginning July 1. 2.All board and commission appointments are made the second regular council meeting in January, with the exception of the Waukee Public Library Board of Trustees, which appointments are made at the second regular council meeting in June. 3.A description of the duties and terms of office for each board and commission are listed on the City website or is available from the City Clerk upon request. 4.The application form for serving on a board or commission is listed on the City website or is available from the City Clerk upon request. 5.In early November, the Marketing and Communications Department promotes through the City website and social media the opportunity for residents to be considered for appointment to boards and commissions. 6.Residents can submit an application for a board or commission throughout the year. 7.Applications are submitted to the City Clerk, who provides the applications to the mayor for consideration. 8.The mayor may interview the applicant(s) prior to deciding which applicant(s) to recommend for appointment to the board or commission. 9.At the regular council meetings noted in Step 2 of this policy, the mayor makes a recommendation for board or commission appointments to the city council for their consideration. 10.The city council votes on the recommendation. 11.The mayor will make recommendations to the city council for filling board or commission positions that become vacant during the year using similar procedures.
