AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat
and final plat for Prairie Rose Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The City of Waukee requests approval of a
preliminary plat and final plat for a future affordable housing project.
The preliminary plat and final plat identify the creation of two (2)
lots/outlots for future medium density residential development. Lot 1 is
6.38-acres in area and Lot 2 is 6.42-acres in area. Street Lots A and B are
intended to serve as street right-of-way for NW Douglas Parkway and N.
Warrior Lane. Access to the lots will be provided via N. Warrior Lane
and NW Douglas Parkway. Utilities exist in the area to serve future
development. Landscape buffers will be required along the perimeter of
the lots when development occurs.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on September 12,
2023, recommended approval subject to remaining staff comments:
Approval of a Preliminary Plat and Final Plat for Prairie Rose Plat 2
Andy Kass, Community Development Director, introduced the request for a preliminary plat and
a final plat for Prairie Rose Plat 2, as submitted by City of Waukee. The applicant is requesting
approval of a preliminary and final plat for a medium density residential subdivision.
The Property is generally located west of N. Warrior Lane and north of Hickman Road containing
approximately 17.96-acres. The preliminary plat and final plat identify the creation of two (2) lots
for future medium density residential development. Lot 1 is 6.38-acres in area and Lot 2 is 6.42-
acres in area. Street lots A and B are intended to serve as street right-of-way for NW Douglas
Parkway and N. Warrior Lane. Table 1 below summarizes the minimum requirements of the R-4
district.
Recently, the city completed improvements to NW Douglas Parkway. In addition, an asphalt
overlay of N. Warrior Lane was completed in 2021. Trails will be installed along the north and
south sides of NW Douglas Parkway.
Utilities exist in the area to serve future development. Stormwater management will be provided
for in the adjoining regional pond that is owned and maintained by the city.

Staff recommends approval of the preliminary plat and final plat for Prairie Rose Plat 2 subject to
remaining staff comments, review of the legal documents, and completion of public improvements.
Discussion as follows:
Commissioner Broderick asked if this parcel is related to the workforce housing
development?
Melissa responded yes, but the project is currently on hold due to funding
This request is primarily to define street lots for NW Douglas Pkwy.
Motion by Commissioner Beenken for approval of a preliminary plat for Prairie Rose Plat 2,
seconded by Commissioner Lohse. Ayes: Koelker, Beenken, Broderick, Tessau, Lohse. Nays:
None. Motion carried.
Motion by Commissioner Lohse for approval of a Final Plat for Prairie Rose Plat 2, seconded by
Commissioner Tessau. Ayes: Koelker, Beenken, Broderick, Tessau, Lohse. Nays: None.
Motion carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat and
final plat meet the intent and the requirements of the Zoning Ordinance
and the Waukee Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat and Final Plat for
Prairie Rose Plat 2.

WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Prairie Rose Plat 2 on September 12, 2023; AND,
WHEREAS, the Preliminary Plat for Prairie Rose Plat 2 is in general conformance with section
§176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 18th day of December, 2023 that the Preliminary Plat for Prairie Rose Plat 2 be approved.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, City of Waukee, Iowa, has requested final plat approval of Prairie Rose Plat 2 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 12, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Prairie Rose Plat 2 and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of December, 2023, that the Final Plat for Prairie Rose Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
