Trunk Sewer – Phase 2 Project]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The bids are for the construction of the Bluestem
Trunk Sewer – Phase 2 project including all labor, materials and equipment necessary for
approximately 3,500 linear feet of 8-inch through 12-inch diameter sanitary sewer by trenchless
and open cut methods, sanitary manholes, excavation and backfill, lift station demolition, surface
restoration and miscellaneous associated work, including cleanup.
Bids were received on December 19, 2023, with five general contractors submitting bids. The
engineer’s estimate for the project was $1,500,000.00. The apparent low bid was submitted by
Synergy Contracting, LLC of Des Moines, IA for $1,663,600.00. This bid is approximately
10.9% above the engineer’s estimate.
This project is included in the approved FY 2024-2028 CIP with a total project budget of
approximately $1,810,000. This project has an interim completion date with the sanitary sewer
fully installed, tested and operational of November 30, 2024 subject to any extensions of time
which may be granted by the City. All work on the project shall be completed by May 31, 2025.

STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding
contract to Synergy Contracting, LLC of Des Moines, IA for $1,663,600.00.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE BLUESTEM TRUNK SEWER - PHASE
2
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Bluestem Trunk Sewer - Phase 2, described in the plans and
specifications heretofore adopted by this Council on January 2, 2024, be and is hereby accepted,
the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Synergy Contracting, LLC,of Des Moines, IA
Amount of bid:$1,663,600.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

RECOMMENDATION TO AWARD CONTRACT
The City of Waukee received bids until 2:00 P.M. on Tuesday, December 19, 2023 for the Bluestem
Trunk Sewer – Phase 2 project. A total of five bids were received as follows:

Graff Excavating, Inc. $1,716,297.00
J&K Contracting $2,395,000.00
Rognes Corp. $3,198,660.00
Minger Construction Companies, Inc. $3,515,000.00
The apparent low bid was submitted by Synergy Contracting, LLC, of Des Moines, Iowa in the amount
of $1,663,600.00.
The Engineer’s Estimate of Cost for the project was $1,500,000.00
Our recommendation is to award the contract to Synergy Contracting, LLC, in the amount of
$1,663,600.00
