January 2, 2024
(A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:32 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom.
(B) Pledge of Allegiance
(C) Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R.
Charles Bottenberg, Chris Crone, Rob Grove, Anna Bergman Pierce, Ben Sinclair. Absent:
None.
Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne,
Finance Director Linda Burkhart, Community Development Director Andy Kass, Director of
Economic Development Jennifer Brown, Human Resources Director Michelle Lindsay, Public
Works Director/City Engineer Rudy Koester, Parks & Recreation Director Matt Jermier, Director
of Marketing & Communications Heather Behrens, Police Chief Chad McCluskey, City Clerk
Rebecca D. Schuett, City Attorney Steve Brick.

(E) Agenda Approval – Council Member Pierce moved to approve the agenda; seconded by
Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Grove, Pierce, Sinclair.
Nays: None. Motion carried 5 – 0.
(F) Presentations: None
(G) Public Hearings:
1) On plans, specifications, form of contract and estimate of cost [Bluestem Trunk Sewer
Phase 2 Project] – Mayor Clarke opened the public hearing and asked if any written
correspondence had been received; City Clerk Schuett replied that none had been received
in the clerk’s office. Public Works Director/City Engineer Koester briefly reviewed the project
to extend sanitary sewer along SE Ashworth Rd. The project includes the demolition of Lift
Station No. 14; certain equipment at the lift station will be salvaged for use at other City lift
stations. There is a November 2024 interim completion date, with final completion by May
2025. No comments were made by the public in attendance.
(H) Public Hearing Action Items:
1) Bluestem Trunk Sewer Phase 2 Project
A. Resolution: Consideration of approval of a resolution approving plans,
specifications, form of contract and estimate of cost – Council Member Bottenberg
moved to approve the resolution; seconded by Council Member Pierce. Results of vote:
Ayes: Bottenberg, Crone, Grove, Pierce, Sinclair. Nays: None. Motion carried 5 – 0.
(Resolution #2024-001)
B. Resolution: Consideration of approval of a resolution awarding contract – Council
Member Crone moved to approve the resolution; seconded by Council Member Sinclair.
Public Works Director/City Engineer Koester reviewed the bid tabulation and
recommended awarding contract to Synergy Contracting, LLC, of Des Moines, IA, in the
amount of $1,663,600.00. Results of vote: Ayes: Bottenberg, Crone, Grove, Pierce,
Sinclair. Nays: None. Motion carried 5 – 0. (Resolution #2024-002)
(I) Action Items:
1) Consent Agenda Part 1: Council Member Bottenberg moved to approve the Consent
Agenda; seconded by Council Member Grove. Results of vote: Ayes: Bottenberg, Crone,

5) Resolution: Consideration of approval of a resolution approving final plat for Spring

6) Resolution: Consideration of approval of a resolution rejecting bid [Traffic Signal
Enhancements, Waukee School & Trail Crossing Improvements Project] – Council
Member Sinclair moved to approve the resolution; seconded by Council Member Pierce.
Public Works Director/City Engineer Koester reviewed the project, stating that it was bid
through the Iowa Department of Transportation. One bid was received and was 21% over
the engineer’s estimate; City staff recommend rejecting the bid and rebidding the project in
April 2024. Council Member Sinclair asked if staff expected more bidders; Mr. Koester
answered that it was specialized work but that 2-3 bids were expected. Results of vote:
Ayes: Bottenberg, Crone, Grove, Pierce, Sinclair. Nays: None. Motion carried 5 – 0.

7) Resolution: Consideration of approval of a resolution conditionally authorizing the
inclusion of the City of Waukee, Iowa, as a founding agency of Central Iowa Water
Works; conditionally approving the Central Iowa Water Works 28E/28F agreement;
and fixing date for public hearing on transfer of interest in real property – Council
Member Bottenberg moved to approve the resolution; seconded by Council Member Pierce.
City Administrator Deets stated that the project was ready to move forward after many years
of discussion and work to form a new regional water district. He noted that operations were
scheduled to begin Jan. 1, 2025. Following conditional authorization for inclusion in the
agency, the next step is a public hearing and action on the transfer of Waukee assets to the
utility, specifically the L.P. Moon booster station. Results of vote: Ayes: Bottenberg, Crone,
Grove, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (Resolution #2024-025)

A. Call to Order – The special meeting of the Waukee City Council was called to order by Mayor Clarke
at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd.
B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R. Charles
Bottenberg, Chris Crone, Rob Grove, Anna Bergman Pierce, Ben Sinclair (electronically). Absent:

1) Camping ordinance review – City Attorney Brick reviewed a draft ordinance.
2) FY2023-2024 Strategic Plan: Aquatic Center feasibility study review – Lauren Ozburn with
Waters Edge Aquatic Design (participating electronically) noted the public input methods used and
reviewed the study results, including primary findings and themes, then discussed the next steps.
3) Agreements for Professional Consulting Services review: Spring Crest Park, Painted
Woods West Park – Parks & Recreation Director Jermier briefly reviewed the proposed design
and construction schedule for both park projects.
4) Play It Forward program – Recreation Coordinator Stanish discussed a pilot program to provide
youth scholarships to participate in Waukee recreation programs.
5) FY2023-2024 Strategic Plan: Bond Capacity and Long-Term Financial Plan report – City
Administrator Deets, Finance Director Burkhart and Jon Burmeister with PFM Financial Advisors
reviewed the City’s debt limits, 2025 bonding capacity and possible impacts on credit ratings.
6) Capital Improvement Program for Fiscal Years 2025-2029 – City Administrator Deets, Finance
Director Burkhart, Public Works Director/City Engineer Koester and Parks & Recreation Director
Jermier presented the CIP proposal.
7) FY2025 funding and agreements with City partners – Council discussed the FY2025 funding
requests.
8) City property disposal – City Administrator Deets reviewed a request from an abutting property
owner to purchase an outlot along SE Crabapple Dr. After a brief discussion, council agreed to
maintain ownership of the outlot for potential future access to the Waukee Towne Center pond and
recreational trail.
