AGENDA ITEM: Consideration of approval of resolutions approving a final plat for Williams
Pointe Commercial Plat 3.
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
3.86-acre parcel of land located north of University Avenue and east of SE
Alice’s Road to be used for commercial / retail uses.
The final plat includes three lots; Lot 1 is 1.38-acres in area, Lot 2 is 1.07-
acres in area and Lot 3 is 1.41-acres in area.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on December 12, 2023 and
recommended approval:

Bill Mettee, Planner, introduced the request for approval of a final plat for a commercial development,
as presented by the owner, Coralville AAP, LLC, represented by Trent Smith, P.E., McClure
Engineering.
The property is generally located east of SE Alice’s Road and north of SE University Avenue,
containing approximately 3.86-acres. The subject property was recently platted as Outlot X in
Williams Pointe Commercial Plat 2, which included two lots for commercial development and one
outlot for future development.
Williams Pointe Commercial Plat 3 identifies three lots for commercial development along SE Alice’s
Road. Lot 1 is 1.38-acres in area and is currently under site plan review. Lot 1 is the southernmost of
the three lots. Lot 2 is 1.07-acres and Lot 3 is 1.41-acres in area. Site plans have not been submitted
for Lot 2 or Lot 3.
A 26-foot wide private road was installed as part of the Williams Pointe Commercial Plat 2
improvements, which runs north to south through the development. All development as a part of
Williams Pointe Commercial Plat 3 will be accessed from this private road.
No trails are planned as part of this portion of the development. A five-foot-wide sidewalk exists
along SE Alice’s Road and a five-foot sidewalk will be installed along the interior private drive with
individual lot development.
All utilities exist in the immediate vicinity and will be extended through the plat to provide services for
future development. These utilities will be privately owned and maintained. All existing easements

have been indicated on the final plat, including storm sewer, sanitary sewer and gas. No new
easements are proposed with this plat.
All proposed lots meet the minimum requirements of the Zoning Ordinance. The final plat is in
general conformance with the Subdivision Ordinance and the proposed land use of the property is
consistent with the Comprehensive Plan. Staff recommends approval of the final plat for Williams
Pointe Commercial Plat 3 subject to remaining staff comments and review of legal documents.
Discussion as follows:
• A general discussion of traffic flow followed, with Trent Smith of McClure Engineering
advising they would be evaluating traffic signal/signage placement to ensure safe travel
throughout the development
Motion by Commissioner Beenken for approval of Final Plat for Williams Pointe Commercial Plat,
seconded by Commissioner Tessau. Ayes: Beenken, Koelker, Broderick, Streit and Tessau. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat,
and construction drawings subject to remaining staff comments and review of
the legal documents.
RECOMMENDATION: Approve the resolutions.

APPROVING THE FINAL PLAT FOR WILLIAMS POINTE COMMERCIAL PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, DSDH Waukee, LLC (F/K/A Coralville AAP, LLC), has requested final plat approval of
Williams Pointe Commercial Plat 3 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on December 12, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Williams Pointe Commercial Plat 3 and the documents relating thereto
will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
15th day of January, 2024, that the Final Plat for Williams Pointe Commercial Plat 3 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
