Drive Replacement Project]

SYNOPSIS INCLUDING PRO & CON: The bids are for the Serenity Drive Replacement
Project including all materials, labor and equipment necessary removal and replacement of
approximately 1306 SY of 8” PCC pavement, 174 SY of 6” PCC driveway, and 17 SY of 6” PCC
sidewalk, surface restoration, and miscellaneous work, including cleanup.
Bids were received on January 30, 2024, with eleven general contractors submitting bids. The
engineer’s estimate for the project was $200,000.00. The apparent low bid was submitted by
Absolute Concrete Construction, Inc. of Granger, IA for $146,698.00. This bid is approximately
26.7% below the engineer’s estimate.
This project is the result of a water main break that occurred in February 2023 due to faulty
workmanship by the utility contractor at the time of installation. The water main was and still is
under its four-year maintenance bond period. The City is actively working with the contractor
and their insurance company to reimburse the City for the pavement repair expenses. Staff
anticipate utilizing the Road Use Tax Fund Pavement Repair budget line item until
reimbursement is received.

STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding
contract to Absolute Concrete Construction of Granger, IA for $146,698.00.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE SERENITY DRIVE REPLACEMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Serenity Drive Replacement, described in the plans and specifications
heretofore adopted by this Council on February 5, 2024, be and is hereby accepted, the same being
the lowest responsive, responsible bid received for such work, as follows:
Contractor:Absolute Concrete Construction, Inc.,of Granger, IA
Amount of bid:$146,698.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
