AGENDA ITEM:Consideration of approval of a resolution approving Agreement for
Professional Consulting Services with Foth Infrastructure and Environment,
LLC [NW 10th Street Crack & Seat Project]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The work to be performed by the Consultant under this
agreement shall encompass and include detailed work, services, materials, equipment and supplies
necessary to complete analysis and design for the project. The project consists of crack and seat of the
existing PCC Pavement with an asphalt overlay of NW 10th Street/U Avenue from the improvements
on NW 10th Street to 260th Street. The consultant will complete project coordination activities, base file
and utility mapping, preliminary design, final design, and construction phase administration and
survey.
This project is in the draft FY 2025 CIP with a total budget of $1.86M, of which $900K will be the
City’s cost. Foth’s design and construction services are for an amount not to exceed $84,700. This is
4.6% of the project budget and within the acceptable range for such services. The project has a
schedule to complete design in February 2024, bid the project in March 2024 and have a construction
period from April 2024 to August 2024.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: City agrees to pay the Consultant
a Not-to-Exceed sum of $84,700.00, including any authorized reimbursable expenses, pursuant to the
Schedule of Fees set forth in Attachment 3 of the agreement.
A.Basic Services of the consultant $ 57,000.00
B.Construction Services $ 27,700.00
Total $ 84,700.00

RESOLUTION 2024-
APPROVING AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES WITH
FOTH INFRASTRUCTURE AND ENVIRONMENT, LLC [NW 10TH STREET CRACK
AND SEAT PROJECT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City desires to retain the consultant services of Foth Infrastructure and
Environment, LLC for the NW 10th Street Crack and Seat Project; AND,
WHEREAS, the scope of services includes detailed work, services, materials, equipment and
supplies necessary to complete analysis and design for the NW 10th Street Crack and Seat Improvements;
AND,
WHEREAS, the project consists of crack and seal of the existing PCC Pavement with an asphalt
overlay of NW 10th Street/U Avenue from NW Douglas Parkway to 260th Street; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Agreement for Professional Consulting Services between Foth Infrastructure and Environment,
LLC and the City of Waukee, Iowa [NW 10th Street Crack and Seat Project] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 5th day of February,
2024.
