HomeMy WebLinkAbout2024-02-05 I01D_07 Memorandum of Understanding_Knox Box Key System_Clive FDAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: February 5th, 2024 AGENDA ITEM:Consideration of approval of a resolution approving a Memorandum of Understanding with the City of Clive, Iowa, for sharing of a Knox key system for commercial buildings FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: Knox boxes are required on commercial buildings in the cites of Clive and Waukee. Knox boxes allow emergency access by fire personnel to commercial structures. Both agencies routinely respond to each other’s area for mutual aid. This agreement allows Waukee to possess a Clive key and Clive to possess a Waukee key. The MOU outlines security. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Cost to the city of Waukee is under $100, there is no ongoing cost. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval. RECOMMENDATION: Approve the resolution. ATTACHMENTS: I. Proposed Resolution & Agreement PREPARED BY: Fire Chief Clint Robinson REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: I1D7 THE CITY OF WAUKEE, IOWA RESOLUTION 2024- APPROVING MEMORANDUM OF UNDERSTANDING WITH THE CITY OF CLIVE, IOWA, FOR SHARING OF A KNOX KEY SYSTEM FOR COMMERCIAL BUILDINGS IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, Knox Boxes are required on commercial buildings to allow emergency access by fire personnel to commercial structures; AND, WHEREAS, the Waukee Fire Department and Clive Fire Department routinely respond to each other’s area for mutual aid; AND, WHEREAS, both entities are responsible for the security of Knox Box keys for their respective departments and there is an advantage to the responding departments by having access to the Knox Box key for the department for which the response is located; AND, WHEREAS, a Memorandum of Understanding is proposed between the two entities to allow both departments to possess and secure the key from their department to facilitate the use of each other’s key on responses within the respective cities; NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council that the City of Waukee hereby approves the Memorandum of Understanding for sharing of a Knox key system for commercial buildings between the Cities of Clive, Iowa, and Waukee, Iowa. Charles Bottenberg Chris Crone Rob Grove Anna Bergman Pierce Ben Sinclair Shared Knox Box Keys MEMORANDUM OF UNDERSTANDING This Memorandum of Understanding is entered into by and between the signatories hereto. PURPOSE The purpose of this Memorandum of Understanding is to establish an inter-agency agreement to enable Knox Box Keys that are exclusive to both the Clive Fire Department and the Waukee Fire Department, to be shared by both departments. The signatories to this Memorandum of Understanding do agree as follows: 1. Both the Clive Fire Department and the Waukee Fire Department work cooperatively on fire and other emergency and non-emergency responses. This often requires mutual aid responses from both departments into each other’s jurisdictional boundary. 2. Both fire departments require commercial buildings to maintain a Knox Box system that is unique to each department. 3. Both departments are responsible for the security of the Knox Box keys for their respective departments. 4. When a request for assistance is made, be it either through mutual aid or automatic aid, there is an advantage to the responding departments by having access to the Knox Box key for the department for which the response is located. 5. A Knox Box key security cable is available that will allow the connection of two Knox Box keys to each other, thus enabling both cities to securely store a key from their own department as well as a key from another department. 6. Both departments agree to allow the other department to possess and secure the key from their department to facilitate the use of each other’s key on responses within the respective cities. 7. In allowing the other department to possess and maintain key security, both departments acknowledge that they will maintain key security by having a process in place that requires the use and access of the key to be tracked by date, time and ID of the person accessing the key. 8. Both departments agree that there shall be no cost to the other department for supplying the keys to the respective departments nor are the other departments responsible for the cost of the device used to store, secure and track the use of the keys. 9. Each signatory to this Memorandum of Understanding shall pay its own costs for the providing the Knox Box system within their respective departments. 10. Both departments acknowledge that any loss suffered as a result of a stolen, lost, or otherwise missing key will require the replacement of the “locking cores” of the Knox Box system within the department whose key was lost. As such, it will be the responsibility of the department that suffered the lost, stolen or missing key to pay for the expense of replacing the locking core within the department who is responsible for that system. 11. This Memorandum of Understanding is in effect upon the signature of the parties. It shall remain in effect unless rescinded in writing by any party on 14 days written notice or revised in writing by mutual consent. This Memorandum of Understanding shall be reviewed 12 months after the date of execution, and every year thereafter. 12.
