Pointe Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
12.09-acre development for a single-family residential subdivision, located
south of University Avenue and west of 11th Street. The plat identifies 31
single-family lots and an outlot for stormwater detention. All proposed lots
meet or exceed the minimum requirements of the R-2 zoning district.
Extensions of streets and utilities have been completed by the developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on September 12, 2023
and recommended approval:
Approval of a Final Plat for Remington Pointe Plat 2
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a final plat for
Remington Pointe Plat 2, as submitted by Remington Pointe, LLC. The applicant is requesting
approval of a final plat for a subdivision that includes single-family residential development.
The property is generally located south of University Avenue and west of 11th Street, containing
approximately 12.09-acres. The subject property was rezoned from A-1 to R-2 in November 2022.
The final plat identifies a total of 31 lots for single-family residential development. The final plat also
includes an outlot (Outlot Z) for stormwater detention. Outlot Z is 1.47 acres in area. The outlot will be
owned and maintained by a homeowner’s association. The lots range in size from 8,775 square feet to
14,104 square feet. All proposed lots meet or exceed the minimum requirements of the R-2 zoning
district.
An extension of 17th Street will be provided. A couple of new public streets will be provided,
Werthman Drive and Mercer Way. Also, improvements to11th Street will be provided. This includes
HMA asphalt overlay.
Ten-foot-wide trails will be provided along the west side of 17th Street and the south side of Werthman
Drive. Five-foot wide sidewalks will be provided along all other sides of all streets with individual lot
development.
Public utilities will service the proposed development. Sanitary sewer and water will be provided from
area mains. Stormwater detention will be provided in Outlot Z, which will be owned and maintained
by a homeowner’s association.

All proposed easements have been indicated on the final plat. Landscape buffer easements have been
indicated along the lots abutting 17th Street and the lots abutting 11th Street. Parkland dedication
requirements will apply to the project because of its residential nature. The applicant plans to provide
this with a fee in lieu of land dedication.
The subject property is classified as Single Family Residential in the Imagine Waukee 2040:
Comprehensive Plan. Single Family Residential is defined as traditional forms of single-family
housing with lot sizes ranging from 8,000 square feet to 0.50-acres in area with an average density of 2
to 4 units per acre. The proposed density of the final plat would be approximately 2.56 units per acre.
All proposed lots meet the minimum requirements of the Zoning Ordinance, the final plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent
with the Comprehensive Plan. Staff recommends approval of the final plat for Remington Pointe Plat 2
subject to remaining staff comments, review of legal documents, and completion of public
improvements.
Discussion as follows:
• General discussion of the streets running north/south and verification of the R-2 zoning
• Brief discussion on the number of lots on Mercer Way (2)
Motion by Commissioner Koelker for approval of a Final Plat for Remington Pointe Plat 2, seconded
by Commissioner Tessau. Ayes: Koelker, Beenken, Broderick, Tessau, Lohse. Nays: None. Motion
carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR REMINGTON POINTE PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Remington Pointe, LLC, has requested final plat approval of Remington Pointe Plat 2
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 12, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Remington Pointe Plat 2 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
5th day of February, 2024, that the Final Plat for Remington Pointe Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A and B);
2. Public Storm Sewer and Overland Flowage Easement;
3. Public Utility Easement;
4. Public Overland Flowage Easement;
5. Public Sidewalk Easement;
6. Public Sanitary Sewer Easement;
7. Public Storm Sewer Easement;
8. Storm Water Management Facility Maintenance Covenant and Permanent Easement
Agreement;
9. Private Storm Sewer and Overland Flowage Easement; and
10. Private Landscape Buffer Easement

HISTORY

homeowner’s association. The lots range in size from 8,775 square feet to 14,104 square feet. All proposed lots meet or
exceed the minimum requirements of the R-2 zoning district.
