HomeMy WebLinkAbout2024-02-05 I10 KeeTown Loop ReMax_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: February 5, 2024 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for KeeTown Loop Re/Max (2940 Grand Prairie Parkway) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: KeeTown Holdings, LLC requests approval of a site plan to authorize the construction of a two-story building for Re/Max offices and other users. The site is located west of Grand Prairie Parkway and north of SE Ashworth Road within the KeeTown Loop development. Re/Max will occupy the entire second floor while the first story will be other retail and office uses. The building is 20,432 square feet in area and 34 feet in height. A trash receptacle will be located within the parking area north of the building. No monument sign is being proposed. All signage will be on the building. There are several accesses into the overall development from the public streets and internal access will be provided into the site from the neighboring properties within KeeTown Loop. A pedestrian connection is provided into the site from Grand Prairie Parkway. A total of 62 parking spaces are required and they provide 80 parking spaces including three that are accessible. The developer is also providing a bicycle rack that provides the required number of bicycle stalls. The site will be serviced with private utilities that have been extended throughout the overall plat. Storm water detention is provided with the existing basin to the southwest side of the site. The elevations of the building are proposed to be constructed mainly of brick, architectural metal panels, wood-look siding and windows. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the January 9, 2024, Commission Meeting and recommended approval subject to remaining staff comments: Item 7: Approval of Site Plan for KeeTown Loop – Re/Max (2940 Grand Prairie Parkway) Melissa DeBoer, Planning Coordinator, introduced the request for approval of site plan for an office and/or retail building, as presented by The Quarter at Waukee, LLC, and represented by Matt Carlile, PLA, Confluence. The property is generally located north of Ashworth Road and west of Grand Prairie parkway, containing approximately 0.98-acres. I10 The subject property was rezoned in 2021 as the first step in the development process for the planned KeeTown Loop development that will feature an entertainment venue, commercial/retail space, and hotels. A preliminary plat and final plat for the overall development has been approved and site plans for the entertainment venue, parking, two restaurants, and a multi-tenant retail building have been recently approved. The applicant now requests approval of a site plan for an office/retail building along the south edge of KeeTown Loop. The project involves the construction of an office/retail building. The building is 20,432 square feet in area, is two stories and 34 feet in height at the tallest point. The ground floor is proposed to be office or retail and the second floor will be Re/Max offices. The main entrance to the building is along the north side. A trash enclosure will be provided within a dedicated space within the parking area north of the building. A total of 62 parking spaces are required for the proposed site and 80 are proposed, including three ADA spaces. The applicant is also providing the required number of bicycle parking spaces. The applicant is providing an additional 15 stalls on this site that will be shared with a future building to the north. A total of 114 parking spaces will be provided when both sites are fully built. A ten-foot-wide trail exists on the west side of Grand Prairie Parkway. A five-foot-wide sidewalk will be provided into the site from the public trail. Several internal sidewalks are proposed in order to provide pedestrian access throughout the development. All utilities will be provided to this site as part of the overall development improvements. All utilities will be privately owned and maintained. Stormwater management will be accommodated within the existing pond that is located to the southwest of the site. A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 27.6%. The landscape plan meets the requirements of the Landscape and Open Space Ordinance and the Kettlestone Design Guidelines. A photometric plan for the site lighting has been submitted and complies with the adopted guidelines. The elevations of the building are proposed to be constructed mainly of brick, architectural metal panels, wood-look siding and windows. The elevations are consistent with the requirement of the Kettlestone Design Guidelines. The comprehensive plan classifies the subject property as Community Commercial. The overall goal of this classification is to provide goods and services to the community and often have two or more anchor tenants. The proposed site plan is in general conformance with the Comprehensive Plan, Zoning Ordinance and Site Plan Ordinance. Staff recommends approval of the site plan for KeeTown Loop – Re/Max subject to remaining staff comments. Discussion as follows: • General discussion regarding how REMAX will use the space; confirmation that they will occupy the top floor, with retail or office space available on the first floor; zoning allows for either office or retail • General discussion of building design and signage space for whomever leases the bottom floor; Andy clarified that the sign ordinance has flexibility and provisions to address multi-tenant buildings, including availability to place signage on other sides of the building if needed • Commissioner Broderick clarified with Andy that cross easements would be utilized for parking • General discussion of main entrances, confirmed by Jared Dobesh that main entrances are located on the north side, with access doors on the south side • General discussion of building ownership; currently it is owned by The Quarter at Waukee LLC; Andy anticipates that REMAX would own the building at some point Motion by Commissioner Streit for approval of a site plan for KeeTown Loop – Re/Max, seconded by Commissioner Broderick. Ayes: Beenken, Koelker, Broderick, Streit, Tessau, and Lohse. Recusals: Bankole. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan.
