SCOPE OF SERVICES
KICK-OFF MEETING
An initial meeting with the City of Waukee will be facilitated by our design team to clearly
establish roles and responsibilities, identify project contacts and communication protocols,
determine any initial data needs, and verify our proposed schedule of work with confirmed
dates for key project milestones and deliverables.
Members of the Design Team and City will then visit the project site to review the existing
conditions, to take photos of the project site and surrounding context and discuss dynamics of
the surrounding context.
DATA GATHERING & ANALYSIS (2 Months + Spring Civic Campus Visits)
During this task, our design team will coordinate with the City staff to obtain any relevant base
data for the project area which is currently available or obtainable in readily usable electronic
format, including but not limited: aerial photography GIS information/mapping, utility
information, parcel/ownership information, and any relevant public or private development
plans and visioning documents. We know that much work has been completed on the
University Avenue Corridor as well as the drainage basing that traverses the site. We will obtain
this information and develop a solid working base map that combines all other projects:
- University Avenue Project
- Aquatics (Waters’ Edge Coordination)
- Shive Hattery Waterway Planning
- Possible Golf Course expansion / connections
- Adjacent Developer Plans
Site Analysis: We will develop a Site Analysis illustrating elements such as existing amenities;
access; surrounding land use (existing and future); existing utilities and infrastructure;
topography and drainage patterns; view-sheds and vistas; and existing vegetation.
Understanding these existing features will help the design team and other participants develop
concepts that work well with the site and its surroundings.
Future Staffing Plans – Design team will facilitate User group or leadership interviews to
determine needs and growth projections of potential building planned for the site. Design team
will then take that information to develop preliminary programming which will include future
growth needs and determine building sizes.
City Council Strategic Planning Priorities: The Design team will host a special work session with
the Council to review their priorities and develop a detailed task oriented schedule.
Comparable Community Visit(s): The design team will help coordinate with the City of Waukee
and the Council Members to take a trip to a peer community. The intent of this trip would be to
identify things that have been done well, but also somethings to avoid. We found this process
9
extremely beneficial in working on the Kettlestone Master Plan and believe it again has value in
looking at civic facilities. The Design team will work with staff to develop a plan and lead a one
to two day trip to a location or locations TBD.
Meetings: We anticipate that we would setup a cadence of meetings to keep the owner
updated. These meetings would be held every other week for what we anticipate would be
about a 9 month process. So 18 meetings with the City not including the stakeholder and
developer meetings proposed later in this document.
MASTER PLANNING WORKSHOPS (2 Months)
The Design Team will facilitate a series of workshops and meetings to develop initial ideas for
the Waukee Civic District Master Plan. The proposed outline of the process is as follows:
Part 1 – Visioning & Goal Setting
The Design Team will facilitate a Visioning and Goal Setting session with key City Staff and
community leaders (list of participants to be prepared by Client). During this workshop(s) we
will provide an overview of the process for the activities and the follow-up tasks to be
undertaken by the Design Team. We will share precedent images of projects from around the
country that provide the type of amenities and character that are possible within this new
downtown area. Not every example will be a perfect match to the vision for the Waukee Civic
Campus Master Plan. This exercise is intended to broaden the awareness of participants for
what is possible and to give everyone a common frame of reference upon which to build
throughout the day’s activities.
During these sessions, participants will be asked to provide input on their desired vision for the
broader community identity and, more specifically, what they envision for the future of the
area and the new District that we will be creating. We will engage participants in some initial
idea generation to begin developing programmatic information and organizational diagrams of
potential uses and spaces in the district.
This session is intended to be interactive and will begin to build excitement for the rest of the
day’s activities and for what this project ultimately can become.
Part 2 – Developer / Stakeholder Input
We recommend inviting key community stakeholders and developers to a series of meeting,
during which we will discuss some of the initial ideas developed during the morning session.
Participants may include civic leaders, long-time residents that represent certain constituent
groups, developers that are currently doing work in Waukee as well as developers that the City
believes may be a good fit for the type of future develop that is envisioned. The best group for
this discussion should represent a broad cross-section of the community.
The input we obtain from the participants will help to further shape the ideas generated during
the morning session.
10
MASTER PLANNING CONCEPT DEVELOPMENT (3 Months)
Part 1 – Design Team Work Session(s)
Based on the vision and ideas generated during the sessions, coupled with the input from the
work lunch, the Design Team will spend a month developing a series of framework concepts to
illustrate the various programmatic ideas discussed. We will prepare a series of hand sketches
and accompanying photographs to help communicate the ideas being considered.
Part 2 – Internal Team Review
Once we have established three or four options for the site layout that apply all the
programmatic elements developed in previous phases we will meet with both the City of
Waukee, but also the allied professional groups to allow them to provide feedback on the plans.
We anticipate that this internal review process would take a few weeks to allow those needed
to comment. Once feedback has been provided by all we will have a second meeting with City
Staff to review all comments and hopefully begin refining the plans down to wone or two
options.
Part 3 – Refinements and Modifications
The Design team would take this time to revise options and refine building square footage and
site options. We would anticipate that we would be settling into one or possibly two options
that will be further refined.
Part 4 – Stakeholder Comments / Review
The Design team would suggest that we meet a second time with each of the stakeholder
groups. We would present the refined options and discuss what we learned in the process. This
second round of input would be helpful but will also keep momentum for the project.
Part 5 - Public Preview:
We recommend inviting the participating community leaders, developers, and City Staff to visit
the work session as their schedule allows. This open-door policy allows them to see how ideas
are being generated and allows the team to interact with them and obtain input on ideas as
they are being developed. This interactive process helps the design team move forward and/or
modify a direction based on some initial input, leading to more productive efforts during this
expedited process.
REFINEMENT AND FINAL GRAPHICS (2 Months)
Utilizing the input we receive, our team will prepare refined alternative Framework Plan for the
project. We will consult with City Staff to confirm the preferred direction for the final
Framework Plan. The Design will prepare a (1) color rendered site plan along with illustrative
sketches and photo illustrations of example features to assist in communicating the vision for
11
the Waukee Civic Campus District. Illustrations and images will also communicate initial ideas
for the University Avenue Corridor as a primary image street into the new district and the
utilization of the greenway traversing the site.
We will include a brief written narrative to describe the setting and character of the district
along with a summary of the programmatic opportunities being considered.
Deliverables:
• Site Analysis
• Conceptual Master Plan
• Color Illustrations for Promotion/Communication
• Three (3) Aerial perspective renderings of the site
