The site is located west of NW 17th Street and north of Hickman Road. Building 1 is 22,950 square feet in area and will have 27 units. Building 2 is 42,000 square feet in area and will have 86 units. Both buildings will be between 17-18 feet in height. No monument sign or trash enclosure is being proposed. There are two accesses into the site; one from NW 17th Street and another from NW Gettysburg Lane. Each building will face the interior of the lot with a drive aisle between and around the west side of the buildings. A pedestrian connection is provided into the site from NW 17th Street. A total of four parking spaces are required and they provide nine parking spaces including one that is accessible. The site will be serviced with public utilities that have been extended throughout the overall plat. Storm water detention is provided with two basins along the east and south side of the site. The elevations of the building are proposed to be constructed mainly of Versetta stone and architectural metal paneling in shades of gray. Transom windows have been added to enhance the side and rear elevations. The purpose of the final plat is to combine James Pointe Plat 1 Lots 18-19 from two lots into one lot for the purpose of this development. Lot 1 will be 5.30 acres. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the December 12, 2023, Commission Meeting and recommended approval subject to remaining staff comments: Item 5, 6: Approval of a Final Plat and Site Plan for James Pointe Plat 4 (230 NW 17th Street) Bill Mettee, Planner, introduced the request for approval of a final plat and site plan for a cold storage facility, as presented by the applicant, Waukee Land Investment, LLC, represented by Korey Marsh, P.E., Snyder & Associates. The property is generally located north of Hickman Road and west of NW 17th Street, containing approximately 5.30-acres. I8A-B The site plan identifies the construction of two buildings to be used as cold storage facilities. Building 1 is proposed to be 22,950 square feet and will have 27 storage units. Building 2 is proposed to be 42,000 square feet and will have 86 storage units. Each building will face the interior of the lot with a drive aisle between the buildings and around the west side of the site. The buildings will be 17 and 18 feet in height. Stormwater detention will be provided with two basins along the east side and south side of the site. A minimum of 15% of the project area is required to be open space. The total amount of open space proposed is 42.7%. A 40-foot landscape buffer is required along the west property line with a total of 162 trees provided. The plantings shown on the landscape plan meet the minimum requirement of the Landscape & Open Space Ordinance. Colored building elevations are included for review. The building is proposed to be constructed predominantly of Versetta stone and architectural metal paneling in shades of gray. Transom windows have been added to enhance the side and rear elevations. The final plat identifies two existing lots (James Pointe Plat 1 Lots 18 and 19) being combined into one lot. The size of Lot 1 is 231,510-square feet and 5.30 acres in area. The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan Ordinance, and Comprehensive Plan. Staff recommends approval of the final plat and site plan subject to remaining staff comments and review of the legal documents. Discussion as follows: • General discussion of use of the site (storage) and that any trash will be hauled offsite by occupants due to no trash enclosures being part of the design Motion by Commissioner Beenken for approval of a final plat for James Pointe Plat 4, seconded by Commissioner Tessau. Ayes: Beenken, Koelker, Broderick, Streit and Tessau. Nays: None. Motion carried. Motion by Commissioner Streit for approval of a final site plan for James Pointe Plat 4, seconded by Commissioner Beenken. Ayes: Beenken, Koelker, Broderick, Streit and Tessau. Nays: None. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 20th day of February, 2024, that the Final Plat for James Pointe Plat 4 be and the same is hereby accepted and approved by the City Council of the City of Waukee.
