AGENDA ITEM:Consideration of approval of a resolution approving quote from
Safeware, Inc. [Waukee Public Safety Facility, RECON 300 5 Screen
UOF Simulator]
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: As part of the new Public Safety Facility, the project
has been planned with a replacement of the Police Department Use of
Force Simulator, as the current simulator is outdated technology and over
eight years old. The system chosen is a Recon 300 system through TI
Training and the system was chosen after careful consideration of only
four vendors providing such systems. Additionally, Police Department
staff have visited TI and tested / demonstrated the system to ensure the
system meets our needs for the future. SafeWare holds the State of Iowa
contract pricing for TI Training, meeting competitive bidding
requirements. This cost is part of our building budget, and authorizing
the quote now locks in the pricing and prevents price increases between
now and when the building is constructed.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
The cost of the Recon 300 system with all hardware, maintenance, and installation is
$174,600.00. This includes turn key installation and setup. The budget included in the building
cost projections for this system was $175,000.00 so we are slightly under budget. The funding
for this project is through the budget for the new Public Safety Building.

APPROVING QUOTE FROM SAFEWARE, INC. [WAUKEE PUBLIC SAFETY
FACILITY, RECON 300 5 SCREEN UOF SIMULATOR]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the Waukee Public Safety Facility (815 NW 20th Street) includes plans for Use of
Force (UOF) simulator for use by the Waukee Police Department; AND,
WHEREAS, the Waukee Police Department recommends purchasing the simulator from
SafeWare Inc.; AND,
WHEREAS, the cost of the system is part of the overall project budget; however, approving the
quote at this time locks in the pricing and prevents price increases between now and when the
building is constructed.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 4th day of March, 2024, that it hereby approves quote from Safeware, Inc. [Waukee Public
Safety Facility, RECON 300 5 Screen UOF Simulator].
