AGENDA ITEM: Consideration of approval of a resolution approving a revision of the site plan
for Valvoline Waukee (3145 Grand Prairie Parkway)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Aterra Real Estate requests approval of a revision to the
site plan for a new Valvoline Oil Change center proposed within the Oakleaf
development within Kettlestone that was originally approved by the City
Council on November 21, 2023.
There are no proposed changes to the site plan. The revisions are related to the
building materials. The applicant wishes to remove some brick and replace
with additional fiber cement panels and install high grade laminate shingles
instead of the metal roofing.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the November 14, 2023, Commission Meeting and recommended
approval of the extension:

Bill Mette, Planner, introduced the request for approval of a revised site plan for Valvoline Waukee
(3145 Grand Prairie Parkway) as requested by Valvoline Waukee.
Valvoline Waukee submitted for site plan approval and was granted approval by Waukee City Council
on November 21, 2022 for a new commercial business. They were subsequently granted a site plan
approval extension on November 20, 2023. The developer has since reached out to City staff about
revising the materials on the building elevations.
The original building elevations were to be primarily constructed of brick and fiber cement board,
overhead doors and glazing. The revised elevations show a reduction in brick, replaced with
additional fiber cement board panels. The developer is also proposing to replace the metal roof with
high quality laminate asphalt shingles.
Staff recommends approval of the revised building elevations for the site plan for Valvoline Waukee.
Discussion as follows:
• The site plan approval extension date of November 2023 was verified

• General discussion of the reason for the proposed change; Stan Latos of Valvoline stated that
a cost savings of approximately $75,000 is the reason for the change
Motion by Commissioner Koelker for approval of a revised site plan for Valvoline Waukee, seconded by
Commissioner Lohse. Ayes: Streit, Beenken, Koelker, Lohse and Bankole. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan extension request.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2024
APPROVING THE REVISED SITE PLAN FOR VALVOLINE WAUKEE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Revised Site Plan for Valvoline Waukee on February 27, 2024; AND,
WHEREAS, the Revised Site Plan for Valvoline Waukee is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Revised Site Plan for Valvoline Waukee is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 4th day of March, 2024 that the Revised Site Plan for Valvoline Waukee is approved.

BACKGROUND
Valvoline Waukee submitted for site plan approval and was granted approval by City Council on
November 21, 2022 for a new commercial business. Valvoline was subsequently granted a site plan
approval extension by City Council on November 20, 2023. The developer has since reached out to
City staff about revising the materials on the building elevations.

6. ALL EXTERIOR SECURITY CAMERAS SHALL BE INSTALLED OVER ELECTRICAL BOXES RECESSED
