HomeMy WebLinkAbout2024-03-18 H05B Hickman Rd and 161st St-SE Legacy Pointe Blvd Phase 2_Consent to Awarding ContractAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 18, 2024 AGENDA ITEM:Consideration of approval of resolution consenting to the City of Clive’s making award of construction contract [Hickman Road (US 6) & 161st Street/SE Legacy Pointe Blvd. Intersection Improvements Phase 2 Project] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The bids are for the construction of certain roadway improvements in Clive and Waukee on the south leg of the intersection of US Highway 6 (Hickman Road) and NW 161st Street/SE Legacy Pointe Boulevard. The improvements include widening of the current two-lane roadway configuration of SE Legacy Pointe Boulevard to a full boulevard section with grass median and sidewalks. Bids were received on March 7, 2024, with nine general contractors submitting bids. The engineer’s estimate for the project was $811,000.00, The apparent low bid was submitted by Sternquist Construction of Indianola, Iowa for $559,455.00. This bid is approximately 31% below the engineer’s estimate. The cost estimate for the project is $863,700.00. The allocation of the Total Project Cost Between Clive and Waukee shall be 53% for Clive ($457,761.00) and 47% for Waukee ($405,939.00). Final costs will be determined at the conclusion of the project and Clive will invoice Waukee for Waukee’s portion based on actual costs incurred. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding contract. Letter of Recommendation PREPARED BY:Beth Richardson REVIEWED BY:Rudy Koester RK H5B RESOLUTION 2024- RESOLUTION CONSENTING TO THE CITY OF CLIVE’S MAKING AWARD OF CONSTRUCTION CONTRACT FOR THE HICKMAN ROAD (US 6) & 161ST STREET/SE LEGACY POINTE BLVD INTERSECTION IMPROVEMENTS - PHASE 2 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE OF IOWA: Section 1.That the City of Waukee consents to the following bid for the construction of certain public improvements described in general as the Hickman Road (US 6) & 161st Street/SE Legacy Pointe Blvd Intersection Improvements - Phase 2, described in the plans and specifications heretofore adopted by this Council on March 18, 2024, being accepted by the City of Clive, the same being the lowest responsive, responsible bid received for such work, as follows: Contractor:Sternquist Construction of Indianola, IA Amount of bid:$559,455.00 Portion of project:All construction work Section 2.That the Clerk is hereby directed to notify the City of Clive that the City of Waukee consents to the City of Clive’s execution of the contract with the contractor for the construction of the public improvements, such contract not to be binding on the City until approved by this Council. Nine bids were received and opened ranging from $559,455.00 to $824,075.40 for the project. Our opinion of probable construction cost was $811,000.00. The low bid was submitted by Sternquist Construction of Indianola, Iowa. There were a few inconsistencies of bidders math and the unit prices were used in calculations according to bidding guidelines. This does not affect the outcome of the bid. The low bidder is a paving contractor and therefore able to self-perform a large component of the work. They also have experience with similar sized projects in the area and for the City of Waukee. We recommend awarding the contract for the project to the low bidder, Sternquist Construction. They have a long history of successful projects and are fully capable of successfully carrying out the requirements of the contract. Due to this project being a joint venture between the Cities of Clive and Waukee, the following is the resulting share each agency for the construction project: · City of Clive $324,700.90 · City of Waukee $234,754.10 Sincerely, SNYDER & ASSOCIATES, INC.
