Traffic Signal Enhancements, Waukee School & Trail Crossing
Improvements Project and fixing a date for hearing thereon and taking of
bids therefor

SYNOPSIS INCLUDING PRO & CON: The project includes modification to existing right
turn signal indications (where the movement crosses a trail) and left turn signal modifications (to
allow for Flashing Yellow Arrow operations) at 18 traffic signalized intersections and installation
of rectangular rapid flashing beacon crossing assemblies at four school crossings.
The Traffic Signal Enhancement, Waukee School and Trail Crossing Improvements Project is
located at various locations in Waukee, more specifically at intersections along W and E Hickman
Road from 10th Street to SE Alice’s Road, along Grand Prairie Parkway from E Hickman Road to
SE Kettlestone Boulevard, along SE University Avenue from SE LA Grant Parkway to SE Alice’s
Road, along 6th Street from Northview Drive to Waukee Avenue and along Ashworth Road near
Serenity Drive.
This project is part of the approved FY 2024-28 CIP and draft FY 2025-29 CIP with a total
project budget of $720,000. The project schedule entails taking bids on April 16, 2024 through
the Iowa Department of Transportation’s bid process and reporting of bids at the regular
scheduled City Council meeting on May 6, 2024.

RESOLUTION ORDERING CONSTRUCTION OF THE
TRAFFIC SIGNAL ENHANCEMENTS, WAUKEE SCHOOL &
TRAIL CROSSING IMPROVEMENTS, AND FIXING A DATE
FOR HEARING THEREON AND TAKING OF BIDS
THEREFOR
WHEREAS, it is deemed advisable and necessary to construct certain public improvements
described in general as the Traffic Signal Enhancements, Waukee School & Trail Crossing
Improvements; and
WHEREAS, the City has caused to be prepared plans, specifications and form of contract,
together with estimate of cost, which are now on file in the office of the City Clerk for public
inspection, for the construction of the public improvements; and
WHEREAS, the plans, specifications and form of contract are deemed suitable for the
making of the public improvements; and
WHEREAS, before the plans, specifications, form of contract and estimate of cost may be
adopted, and a contract for the construction of the public improvements is entered into, it is
necessary, pursuant to Chapter 26, Code of Iowa, to hold a public hearing and to advertise for bids:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WAUKEE, STATE OF IOWA:
Section 1.That it is hereby determined that it is necessary and advisable to construct certain
public improvements described in general as the Traffic Signal Enhancements, Waukee School &
Trail Crossing Improvements, in the manner set forth in the plans and specifications and form of
contract, above referred to, the cost thereof to be paid in accordance with the provisions as set out
in the posted Notice to Bidders and published Notice of Public Hearing; the public improvements
being more generally described as follows:
Modification to existing right turn signal indications when the movement crosses a
trail at 18 traffic signalized intersections and installation of rectangular rapid
flashing beacon crossing assemblies at four school crossings.
The Traffic Signal Enhancement, Waukee School and Trail Crossing
Improvements Project is located at various locations in Waukee, more specifically
at intersections along W and E Hickman Road from 10th Street to SE Alice’s Road,
along SE Alice’s Road from E Hickman Road to SE Kettlestone Boulevard, along
SE University Avenue from SE LA Grant Parkway to SE Alice’s Road, along 6th
Street from Northview Drive to Waukee Avenue and along Ashworth Road near
Serenity Drive.
Section 2.That the amount of the bid security to accompany each bid shall be in an amount
which shall conform to the provisions of the notice to bidders approved as a part of the
specifications.
That the City Clerk is hereby directed to advertise for bids for the construction of the
improvements. Pursuant to joint agreement with the Highway Division, Department of
Transportation, the bids will be received and opened under the supervision of the Division at Office
of Contracts, 800 Lincoln Way, in the City of Ames, Iowa, at 10:00 A.M. on April 16, 2024. The
Contracts Engineer, Office of Contracts, Iowa Department of Transportation or his authorized
representative is hereby named to attend at the opening of bids on behalf of the City. Thereupon
the bids will be referred to the City Council for action upon the bids at a meeting to be held at the
City Council, Council Chambers, City Hall, 230 West Hickman Road, Waukee, Iowa, on the 6th
day of May, 2024, at 5:30 P.M. Notice to Bidders is to be posted once in a relevant contractor
plan room service with statewide circulation and a relevant construction lead generating service
with statewide circulation and on an internet site sponsored by either the City or a statewide
association that represents the City. Posting shall be not less than thirteen clear days nor more
than forty-five days prior to the date fixed for the letting.
That the City Council hold a public hearing on the matter of the adoption of proposed plans,
specifications and form of contract for the making of the improvements, which documents are now
on file in the office of the City Clerk, the hearing to be held at the Council Chambers, City Hall,
230 West Hickman Road, Waukee, Iowa, on the 6th day of May, 2024, at 5:30 P.M., and that the
City Clerk give notice of the hearing by publication once in a local legal newspaper, printed wholly
in the English language, not less than four clear days nor more than twenty days prior to the date
fixed therefor.

NOTICE OF PUBLIC HEARING ON PLANS AND SPECIFICATIONS, PROPOSED FORM OF CONTRACT AND
ESTIMATE OF COST FOR CONSTRUCTION OF TRAFFIC SIGNAL ENHANCEMENT, WAUKEE SCHOOL AND
TRAIL CROSSING IMPROVEMENTS PROJECT FOR THE CITY OF WAUKEE, IOWA.
The City Council of Waukee, Iowa, will hold a public hearing on the proposed Plans, Specifications,
Form of Contract and Estimate of Costs for the construction of the above referenced public
improvements at 5:30 P.M. on May 6, 2024. At said hearing, any interested person may appear and
file objections thereto or to the cost of the improvements. The work to be done is as follows:

four school crossings.
