AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat and site plan for Prairie Village Townhomes Plat 2.
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat and site plan for a 10.76-acre multi-family townhome development
located north of University Avenue and east of 17th Street.
The project involves the construction of 118 townhome units within 21
separate buildings. The project will be phased. Phase I will include 62 units
and Phase 2 will include the remaining 56 units. Each unit will be its own lot.
The buildings range between four (4) and six (6)-units per building and each
building varies in size from 5,182-square feet to 7,768-square feet. The
individual units will all be approximately 1,300 square feet.
The elevations are proposed to be constructed of vinyl siding with shake
siding and lap siding and stone. All buildings are two stories and will include
a two-car garage. Several color palates will be offered in variations of blue,
gray and white.
A minimum of 20% is required to be open space and the applicant is
providing 40.5% open space. Storm water detention will be accommodated
with a basin in another part of the overall Prairie Village development. All
utilities will be brought into the site to service the units.
A five-foot-wide sidewalk will be installed along the east side of 17th Street
and private five-foot sidewalks will be installed within the site to provide
pedestrian circulation.
The final plat includes 62 lots and several outlots that are used for internal
streets, open space and future development. The outlots will be owned and
maintained by an association.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, site plan and final plat request at their
meeting on March 12, 2024 and recommended approval:

Bill Mettee, Planner, introduced the request for approval of a preliminary plat, final plat, and site plan
for a multi-family townhome development, as requested by Prairie Village of Iowa, LLC and
I4A-C
represented by Jared Murray of Civil Design Advantage. The property is generally located north of
University Avenue and east of 17th Street, containing approximately 10.76 acres.
The subject property was originally platted as Outlot X in the Prairie Village overall preliminary plat.
The property was zoned R-4, Row Dwelling and Townhome Dwelling District, with the overall
rezoning for the Prairie Village Development. The R-4 zoning district allows for the development of
townhomes. The Planning and Zoning Commission approved a preliminary plat, final plat, and site
plan for this project at their November 22, 2022 meeting. In the time since that meeting, the applicant
has chosen to phase the project and is platting Phase 2 as an Outlot.
The project includes a total of 21 townhome buildings with a total of 118 townhome units. Each unit
will be its own lot. The buildings range between (4) to (6) units per building. Each unit will be
approximately 1,300 square feet. Each building varies between approximately 5,182 square feet (4-
plex), 6,475 square feet (5-plex) and 7,768-square feet (6-plex). Phase I will include the first 62 units,
and Phase 2 will include the remaining 56 units.
The final plat identifies the creation of 62 townhome lots and Outlot Z for private streets. Outlot Y is
4.99 acres and will be utilized for Phase 2 development. Outlots X and Z will be owned and
maintained by the homeowner’s association.
No monument signs or trash enclosures are proposed for the project. Each unit will have its own
individual trash bin. Two access points are provided to this site, one from 11th Street and the other
from 17th Street. All streets interior to the site will be privately owned and maintained by the
association. A total of 260 parking spaces are required for this project (one space per five units for
visitor parking, plus two spaces per unit); a total of 496 spaces are provided. This includes two
attached garage spaces per unit.
A five-foot-wide sidewalk will be installed along the east side of 17th Street to provide access to the
north from University Avenue. Five-foot-wide private sidewalks are shown throughout the
development to provide internal pedestrian access. This site will be serviced with public utilities.
Sanitary sewer and water services will be brought into the site from 11th Street. All utilities within the
site will be privately owned and maintained. Storm water will be accommodated with a detention
basin located near the northwest side of the Prairie Village Overall site. This is shown as Outlot Z on
the Prairie Village Overall preliminary plat and will be owned and maintained by the association.
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 40.5%. This project includes 25-foot landscape buffers along the north, south, east and
west sides of the site. Plantings are being provided throughout the site in compliance with the
Landscape & Open Space Ordinance. Parkland dedication is required due to the residential nature of
the project. The applicant is providing parkland dedication through other plats that are a part of the
overall Prairie Village development.
The elevations of the buildings are proposed to be constructed of vinyl siding with shake siding, lap
siding and stone. All buildings are two-story, and each unit includes a two-car garage. There are
several color palettes proposed in different shades of gray, blue and white. Elevations of the proposed
buildings have been provided for review along with the proposed color schemes. The buildings with
walls facing streets have included windows on those street-facing sides. All buildings abutting
University Avenue and 17th Street will meet the requirement of 20% stone on those street-facing
facades.
A photometric plan was included which shows no exterior lighting for the internal streets. General
exterior residential house lighting will be provided on the exterior of each unit. The lamps will be
located 8-feet above grade with a maximum of 1.5-foot-candle.
The Comprehensive Plan classifies the subject property as Medium Density Residential. This
classification provides for a variety of attached side-by-side townhome and row home products. The
plan states that neighborhoods should include a variety of housing options that accommodate a range
of needs, price points and life states of residents.
The proposed preliminary plat, final plat and site plan are in general conformance with the Zoning
Ordinance, Subdivision Ordinance, Site Plan Ordinance and Comprehensive Plan. Staff recommends
approval subject to remaining staff comments and review of legal documents.
Discussion as follows:
• Commissioner Broderick asked if all units are for sale; Bill Mettee confirmed yes.
• General discussion of private drives with no street lighting; Andy Kass provided information
that developers are encouraged, but not required, to submit plans that, due to the setbacks,
demonstrate that exterior lighting can carry out to sidewalks and private streets
• General discussion of the HOA being a singular entity for the entire development
• General discussion of snow removal and how that it is handled in a development of this type
Motion by Commissioner Lohse for approval of a preliminary plat for Prairie Village Townhomes Plat
2, seconded by Commissioner Broderick. Ayes: Broderick, Beenken, Koelker, and Lohse. Nays:
None. Motion carried.

conformance with section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Prairie Village of Iowa, LLC, has requested final plat approval of Prairie Village
Townhomes Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 12, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Prairie Village Townhomes Plat 2 and the documents relating thereto
will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of March, 2024, that the Final Plat for Prairie Village Townhomes Plat 2 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
