AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Lot 8,
Waukee Towne Center Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for the
utilities and parking lot for Lot 8, Waukee Towne Center Plat 3. The other
details, including the buildings will come back for a separate site plan
approval at a future date.
All utilities will be privately owned and maintained. Parking lot light fixtures
will also be installed as the parking lot areas are constructed.
Several accesses will be provided into this stie from the private drive to the
east. A total of 959 parking spaces are required per the proposed site plan,
they are providing 966 parking spaces.
A 25-foot-wide landscape buffer will be provided along the south side of the
site. Storm water management will be provided with the large pond located to
the west of the proposed site.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on March 26, 2024 and
recommended approval:
Approval of a Site Plan for Lot 8, Waukee Towne Center Plat 3 (1050 SE Laurel Street)
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a
commercial development, as requested by Waukee Towne Center, LLC, represented by Ed Arp of
Civil Engineering Consultants.
The property is generally located west of SE Alice’s Road and south of SE Laurel Street, containing
approximately 12.30-acres. The applicant is not yet ready for staff to review the buildings and other
site amenities for this site, as these details are still in process. They have asked us to go ahead and
review the site for the utilities and the parking lot as they wish to start utility construction soon. The
other details including the buildings will come back for a separate site plan approval at a future date.

Per the planned development for Waukee Towne Center, a minimum of 20% of the overall
commercial development is required to be open space. The total amount of open space proposed is

buffer between the two zoning districts. The landscape plan meets the requirements of the Landscape
and Open Space Ordinance. A photometric plan was submitted for the parking lot light fixtures and
meets the requirements of the Site Plan Ordinance. The Comprehensive Plan classifies the subject
property as Neighborhood commercial. This classification provides primarily day-to-day goods and
services for residents.
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval of the site plan subject to remaining
staff comments.
Discussion as follows:
• General discussion of the process involving this specific request; since the general footprint is
already known, work will begin on paving and utilities; work with tenants and prospective
branding to be done later which will not affect what is included with this request
• General discussion of parking; cumulative parking for the Target site and immediate area, with
businesses that directly front Alice’s Road to provide their own parking
• General discussion of walking trails; landscaping buffers, pedestrian safety, pond safety
• Ed Arp of Civil Engineering spoke regarding the concept of the area; that it is considered an
open park setting with separation screening; the site plan for the water is already approved;
sloping/layering is added to provide separation
Motion by Commissioner Streit for approval of a site plan for Lot 8, Waukee Towne Center Plat 3,
seconded by Commissioner Koelker. Ayes: Streit, Koelker, Beenken, Tessau, and Bankole. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan for Lot 8,
Waukee Towne Center Plat 3 subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Lot 8, Waukee Towne Center Plat 3, subject to remaining staff comments on
March 26, 2024; AND,
WHEREAS, the Site Plan for Lot 8, Waukee Towne Center Plat 3 is in general conformance
with §160 – Site and Building Development Standards Ordinance of the Waukee Municipal
Code; AND,
WHEREAS, the Site Plan for Additions and Renovations to Lot 8, Waukee Towne Center Plat 3
is in general conformance with §161 – Landscaping and Open Space Ordinance of the Waukee
Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 1st day of April, 2024, that the Site Plan for Lot 8, Waukee Towne Center Plat 3 is approved
subject to remaining staff comments.

details are still in process. They have asked us to go ahead and review the site for the utilities and the parking
lot as they wish to start utility construction soon. The other details including the buildings will come back for a
separate site plan approval at a future date.
PROJECT DESCRIPTION

requirements of the Site Plan Ordinance.

The Comprehensive Plan classifies the subject property as Neighborhood Commercial. The Neighborhood
Commercial classification provides primarily day-to-day goods and services for residents.
STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval of the site plan subject to remaining staff
