Bids were received on April 16, 2024, with two general contractors submitting bids. The engineer’s estimate for the project was $772,200.00. The apparent low bid was submitted by Iowa Signal, Inc. of Grimes, Iowa for $917,492.00. This bid is approximately 18.8% over the engineer’s estimate. This project is part of the approved FY 2025-29 CIPs with a total project budget of $720,000. Staff anticipate excess funds to be available in the upcoming GO bond sales to cover the additional $380,000 estimated to cover an updated project budget of $1,101,000. The project has a completion date of December 31, 2024. The proposed project includes replacing the overlapping right turning signal indications with flashing operations for right turn lanes that cross trails at signals, implementation of flashing yellow left turn signal indications, and installs RRFBs for 4 separate school crossings. Two bids were received and opened. The bids received were $917,492 and $984,807. Our opinion of probable construction costs was $772,200 (with a 5% contingency). The low bid was submitted by Iowa Signal, Inc. of Grimes, Iowa. Please refer to the attached bid summary. Our recommendation is to award the project to the low bidder, Iowa Signal, Inc.
