Tech (1625 NW Gettysburg Lane)

SYNOPSIS INCLUDING PRO & CON: Above Par Tech of Iowa, LLC requests approval of a site plan
to authorize the construction of an industrial building for the business Above Par Tech. The site is located
north of Hickman Road and east of NW 17th Street. The building will be 5,000 square feet in area and will
be 21’ at the tallest point. The parcel is 1.32 acres in area.
There will be one access into the site from NW Gettysburg Lane A pedestrian connection is provided into
the site from the public sidewalk. A total of seven parking spaces are required and the applicant is
providing eight spaces including an accessible space.
The site will be serviced with utilities that have been extended throughout the overall plat. Storm water
detention is provided with the regional detention basin in the vicinity.
The elevations of the building are proposed to be constructed mainly of brick masonry and insulated
metal panels. No monument sign is proposed. The trash enclosure will be located on the east side of the
parking lot near the center of the site.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the March 26, 2024, Commission Meeting and recommended approval
subject to remaining staff comments:
Item 7: Approval of a Site Plan for Above Par Tech (1625 NW Gettysburg Lane)
Bill Mettee, Planner, introduced the request for approval of a site plan for an industrial warehouse
building, as requested by Above Par Tech of Iowa, LLC, and represented by Damion Spilman of SVPA
Architects.
The property is located north of Hickman Road and east of NW 17th Street, containing approximately
1.32-acres. The site plan identifies the construction of one building that is 5,000 square feet in area on a
1.32-acre lot. The building will be 21-feet in height. No monument signs are proposed. The trash
enclosure will be on the east side of the parking area near the center of the site.
One entrance will be provided from NW Gettysburg Lane. A total of seven (7) parking spaces are
required for this project. The total amount of parking proposed is eight (8) including one accessible

space, which meets the parking requirements. A 5-foot-wide sidewalk will be constructed on the north
side of NW Gettysburg Lane, adjacent to the subject property. A pedestrian sidewalk is shown into the
site from the public sidewalk. The site will be serviced with all public utilities, which are installed in the
immediate vicinity of NW Gettysburg Lane. Stormwater detention will be provided with the regional
detention basins in the vicinity.
A minimum of 15% of the project area is required to be open space, with the total amount of open space
proposed at 77%. The plantings shown on the landscape plan meet the minimum requirements of the
Landscape & Open Space Ordinance. A 40-foot landscape buffer is required along the north property line
abutting the R-4 parcel to the north. The building is proposed to be constructed predominantly of brick
masonry and insulated metal panels. Windows and doors are shown on the south and east elevations.
The site plan is in general conformance with the Zoning Ordinance, Site Plan Ordinance and
Comprehensive Plan. Staff recommends approval of the site plan for Above Par Tech subject to
remaining staff comments.
Discussion as follows: No questions
Motion by Commissioner Koelker for approval of a site Plan for Above Par Tech, 1625 NW Gettysburg
Lane, seconded by Commissioner Bankole. Ayes: Streit, Koelker, Beenken, Tessau, and Bankole. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining
staff comments.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR ABOVE PAR TECH (1625 NW GETTYSBURG
LANE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Above Par Tech, subject to remaining staff comments on March 26, 2024;
AND,
WHEREAS, the Site Plan for Above Par Tech is in general conformance with §160 – Site and
Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Above Par Tech is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 6th day of May, 2024 that the Site Plan for Above Par Tech is approved subject to remaining
staff comments.

PROJECT DESCRIPTION
The site plan identifies the construction of one building that is 5,000 square feet in area on a 1.32-acre lot. The
building will be 21-feet in height. No monument signs are proposed. The trash enclosure will be on the east
side of the parking area near the center of the site.
Table 1 below summarizes the bulk regulations that are applicable to the proposed development. The site plan
demonstrates compliance with the bulk regulations.

ACCESS AND PARKING
One entrance will be provided off of NW Gettysburg Lane.
A total of seven (7) parking spaces are required for this project. The total amount of parking proposed is eight
(8), including one accessible space. The proposed site plan meets the parking requirements.
SIDEWALKS/TRAILS
A 5-foot-wide sidewalk will be constructed on the north side of NW Gettysburg Lane, adjacent to the subject
property. A pedestrian sidewalk is shown into the site from the public sidewalk.
UTILITIES
The site will be serviced with all public utilities, which are installed in the immediate vicinity of NW
Gettysburg Lane. Stormwater detention will be provided with the regional detention basins in the vicinity.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
