AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat, and site plan for Kettlestone Central Townhomes Plat 1
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat, and site plan for a townhome development, located south of SE
Westown Parkway and west of SE Waco Place, containing 6.27-acres.
The project includes the first phase of development for Kettlestone Central
Townhomes. Phase 1 includes a total of 18 townhome buildings with a total of
85 townhome units. Each unit is on its own lot. The buildings range between
three to ten units per building. The units each have two bedrooms and are
around 1,200 square feet in size.
The final plat identifies the 85 townhome lots and an outlot for all common
areas, including the private streets. The outlot will be owned and maintained
by the HOA.
Two accesses will be provided into this site off of SE Westown Parkway. All
streets interior to the site will be privately owned and maintained by the
association. A ten-foot-wide trail will be installed to the north of the site,
along SE Westown Parkway. Five-foot-wide, private sidewalks are shown to
provide pedestrian access throughout the development. A total of 187 parking
spaces are required, they are providing 365 spaces. This includes 2 attached
garage spaces per unit.
The units will be serviced with private utilities. Storm water detention will be
provided with a pond located to the south of the site. The pond and private
utilities will be privately owned and maintained.
A minimum of 20% of the site is required to be open space, they are providing
38%. The required amount of plantings are being provided. Parkland
dedication requirements will be met with the dedication of 4.06-acres of land
located just to the east of the subject site. This will also include future trails to
provide connections to other trails within the area.
The elevations of the buildings will be constructed of brick and fiber cement
siding and panel in different color variations. All buildings are three-story.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, final plat, and site plan request at their
meeting on April 23, 2024 and recommended approval:

Approval of a Preliminary Plat, Final Plat, and Site Plan for Kettlestone Central Townhomes
Plat 1
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat, final
plat, and site plan for a multi-family townhome development, as requested by Rock Equity Holdings
LLC, and represented by Dean Roghair, of Civil Design Advantage.
The subject property is located south of SE Westown Parkway and west of SE Waco Place, containing
approximately 6.27-acres. The project includes the first phase of development for Kettlestone Central
Townhomes. Phase 1 includes a total of 18 townhome buildings with a total of 85 townhome units for
the entire site. Each unit accounts for one lot for a total of 85 corresponding lots. The buildings range
between three to ten units per building. The lots range in size from 1,350-2,260 square feet. All units
have two bedrooms and range in size from 1,165-1,239 square feet. The final plat identifies the 85
townhome lots as well as Outlot “Z” for all the common areas, including the private streets. The outlot
will be owned and maintained by the homeowner’s association.
Two accesses are provided to this site from SE Westown Parkway. All streets interior to the site will
be privately owned and maintained by the association. A total of 187 parking spaces are required for
this project (1 space per 5 units for visitor parking, plus 2 spaces per unit) and a total of 365 spaces are
provided, including two (2) accessible parking stalls. This includes two (2) attached garage spaces per
unit.
A ten-foot-wide trail will be included to the north of the site, along the south side of SE Westown
Parkway. Five-foot wide, private sidewalks are shown throughout the development to provide internal
pedestrian access as well as provide access to and from the trail located along the public street.
This site will be serviced with all public utilities. Sanitary sewer will be brought into the site from the
property to the south and water service will be brought into the site from SE Westown Parkway. All
utilities within the site will be privately owned and maintained. Stom water detention will be provided
in a pond located to the south of this site. The pond will be privately owned and maintained.
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 35%. Plantings are being provided throughout the site in compliance with the Landscape
& Open Space Ordinance and the Kettlestone Design Guidelines.
The elevations of the buildings are proposed to be constructed of brick and fiber cement siding and
panel in different color variations. All buildings are three-story, and each unit includes a two-car
attached garage. Elevations of the proposed buildings have been provided for review along with
proposed color schemes. No exterior lighting for the internal streets has been proposed at this time.
General exterior residential house lighting will be provided on the exterior of each unit.
All proposed easements have been indicated on the final plat. An offsite detention easement will be
provided for the pond located to the south of this site. Parkland dedication requirements will be met
with the dedication of 4.06-acres of land located just to the east of the site. This will also include
future trails to provide connections to other area trails.
The Comprehensive Plan classifies the subject property as Medium Density Residential, which
provides for a variety of attached side-by-side townhome and row home products. The plan states that
neighborhoods should include a variety of housing options that accommodate a range of needs, price
points and life stages of residents.
The proposed preliminary plat, site plan and final plat are in general conformance with the Zoning
Ordinance, Subdivision Ordinance, Site Plan Ordinance, Comprehensive Plan, and Kettlestone Design
Guidelines. Staff recommends approval subject to any remaining staff comments and review of legal
documents.
Discussion as follows:
• General discussion of access points; no access from SE Tallgrass Ln, but two from Westown
Parkway
• General discussion of the regional detention (wet) pond
• Discussion of what is planned for the surrounding area; future gym to the north, Kettlestone
Central Apartments
• General discussion of townhome unit size, which is two-bedroom, 1200 square feet, three
story.
Motion by Commissioner Tessau for approval of a Preliminary Plat for Kettlestone Central
Townhomes Plat 1, seconded by Commissioner Lohse. Ayes: Broderick, Streit, Koelker, Beenken,
Tessau, Lohse, and Bankole. Nays: None. Motion carried.
Motion by Commissioner Broderick for approval of a Final Plat for Kettlestone Central Townhomes
Plat 1, seconded by Commissioner Tessau. Ayes: Broderick, Streit, Koelker, Beenken, Tessau, Lohse,
and Bankole. Nays: None. Motion carried.

STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat,
and site plan for Kettlestone Central Townhomes Plat 1 subject to remaining
staff comments and review of the legal documents.

approval of a Preliminary Plat for Kettlestone Central Townhomes Plat 1 on April 23, 2024;
AND,
WHEREAS, the Preliminary Plat for Kettlestone Central Townhomes Plat 1 is in general
conformance with section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 6th day of May, 2024 that the Preliminary Plat for Kettlestone Central Townhomes Plat 1

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Rock Equity Holdings, LLC, has requested final plat approval of Kettlestone Central
Townhomes Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on April 23, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Central Townhomes Plat 1 and the documents relating
thereto will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of May, 2024, that the Final Plat for Kettlestone Central Townhomes Plat 1 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
