AGENDA ITEM: Consideration of approval of resolutions approving a final plat for Kettlestone
Central South Plat 1 and site plan for Kettlestone Central Lofts
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat and site
plan for a multi-family residential development, located east of SE Glacier
Trail and south of SE Westown Parkway, containing 4.85-acres.
The project includes the construction of three apartment buildings. Each
building is approximately 13,000 square feet in area and four stories tall. Each
building contains 60-units, for a total of 180-units for the overall site. All
buildings are four-stories. The total proposed density is 37 units per acre.
The project also includes three garage buildings and several trash enclosures
along the east side of the site.
The final plat includes a total of three lots. All lots are approximately 1.6-
acres in area. Each lot contains one apartment building, one garage building,
and one trash enclosure.
Two accesses are proposed into the site from SE Glacier Trail. A potential
future access will be provided to the north and out to SE Westown Parkway
through the adjacent property. That access will be provided with development
of the property to the north. A five-foot-wide sidewalk will be provided
adjacent to the property, along SE Glacier Trail. Several pedestrian
connections are provided throughout the subject site.
A total of 264 parking spaces are required, they are providing 272 spaces.
The site will be serviced with public utilities. Storm water detention will be
provided within the same pond as the townhome project to the east, to the
southeast of this site. Both projects are planned to be constructed at the same
time.
A minimum of 15% of the site is required to be open space, they are providing
30%. They are providing the required amount of plantings.
The elevations of the buildings will be constructed mainly of brick and fiber
cement siding in different color variations. The trash enclosures will be
constructed of brick with metal gates.

COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat and site plan request at their meeting on April 23,
2024 and recommended approval:
Approval of a Final Plat and Site Plan for Kettlestone Central Lofts
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a final plat and site plan
for a multi-family residential development, as requested by Caliber Land Company, LLC, and
represented by Nikki Neal of Civil Design Advantage.
The subject property is located within the Kettlestone Corridor and includes 4.85-acres. The property
is located east of SE Glacier Trail and south of SE Westown Parkway. The property was recently
rezoned to include a Planned Development Overlay to accommodate for higher density residential than
what is allowed in the K-MU zoning district, for up to 38 dwelling units per acre.
The project includes the construction of a total of three apartment buildings. Each building contains
60 units, for a total of 180 units for the overall site. All apartment buildings are four stories. The total
proposed density is 37 units per acre. The project also includes (3) three garage buildings and several
trash/recycling enclosures along the east side of the site.

several easements for utilities where necessary and ingress/egress easements to provide access across
the lots and for the parking areas.

offsite on the property to the southeast of the subject site. The pond will be privately owned and
maintained. All proposed easements have been indicated on the final plat.

proposed is approximately 30%. The required amount of plantings meets the requirements of the
Landscape and Open Space Ordinance and the Kettlestone Design Guidelines. A total of 2.05-acres is
required to be dedicated to the city for parkland dedication. The applicant intends to provide trails
and/or fee in lieu of land dedication to satisfy the parkland dedication requirement.
The elevations of the buildings will be constructed of mostly brick and fiber cement siding in different
color variations. Elevations of the proposed buildings have been provided for review. The trash
enclosures will be constructed of brick with metal gates.
The final plat and site plan are in general conformance with the Zoning Ordinance, Subdivision
Ordinance, Site Plan Ordinance, Planned Development, Kettlestone Design Guidelines, and
Comprehensive Plan. Staff recommends approval of the final plat for Kettlestone Central South Plat 1
and the site plan for Kettlestone Central Lofts subject to remaining staff comments and review of legal
documents.
Discussion as follows:
• General discussion of connection point/streets in the area: SE Tallgrass does not go all the
way through to SE Waco due to planning future alignment of Westown Parkway as it extends
from West Des Moines; SE Esker Ridge is designed to provide future access to carry traffic
without a need to extend SE Tallgrass
• General discussion of trails and/or donation in lieu of parkland dedication; the plan is still
developing as far as trail access throughout the area and that trails would eventually connect
Andy Kass provided the following information:
• The two developments presented tonight are being developed by the same group
• This includes the regional 4-acre pond which the city agreed to permit that acreage to account
for some of their parkland dedication and was built to the city’s specifications, in addition to
the cost associated with installing trails around that pond and future phases townhome
development which would include the public trail network
• Plans also include some residential property to the south that would connect at some point in
the future to provide connectivity throughout this corridor, to include a park at some point
• General discussion regarding the need for additional ponds in the Kettlestone development
area; Andy Kass provided information that a need for more ponds was identified early on; the
city, knowing funds were limited, negotiated with developers who deeded the land at no cost
and the city built the ponds as a future amenity, being strategic about planning a regional pond,
which provides detention for this development and areas to the north as well
Motion by Commissioner Broderick for approval of a Final Plat for Kettlestone Central South Plat 1,
seconded by Commissioner Tessau. Ayes: Broderick, Streit, Koelker, Beenken, Tessau, Lohse, and
Bankole. Nays: None. Motion carried.
Motion by Commissioner Bankole for approval of a Site Plan for Kettlestone Central Lofts, seconded
by Commissioner Broderick. Ayes: Broderick, Streit, Koelker, Beenken, Tessau, Lohse, and Bankole.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Kettlestone
Central South Plat 1 and site plan for Kettlestone Central Lofts subject to
remaining staff comments and review of the legal documents.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Caliber Land Company, LLC, has requested final plat approval of Kettlestone Central
South Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on April 23, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Central South Plat 1 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of May, 2024, that the Final Plat for Kettlestone Central South Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Public Ingress/Egress Easement;
2. Public Sanitary Sewer Easement;
3. Public Utility Easement(s);
4. Public Landscape Buffer Easement;
5. Private Storm Sewer Easement; and
