Item 1: Roll Call: The following members were present: Cole Bisgard Juan Garcia (Zoom) Bryce Johnson Members not present: Tanner Westberg, Emily Schultz City Staff Present: Andy Kass, Community Development Director, Melissa DeBoer, Planning Coordinator, Bill Mettee, Planner and Dawn Young, Development Services Specialist Item 2: Agenda Approval: The agenda for the May 9, 2024, meeting agenda was approved on a motion by Cole Bisgard, seconded by Bryce Johnson. On voice vote, all ayes. Item 3: Approval of February 29, 2024, Meeting Minutes The minutes of the February 29, 2024, meeting were approved on a motion by Bryce Johnson, seconded by Cole Bisgard. On voice vote, all ayes. Item 4: Consider a variance request from applicant Lutheran Church of Hope, 305 NE Dartmoor Drive (The Point Plat 1 Lot 1 Except Parcel A and Tract 17-160) Variance from 169.14 of the Waukee Municipal Code to permit an accessory structure that exceeds the 14-foot height maximum. Bill Mettee, City Planner, presented an outline of the project, as shown in the staff report. The subject property is located west of NE Westgate Drive and north of Hickman Road. The applicant is requesting a variance to install a tower with a cross that is 52 feet in total height, classified as an accessory structure. In February 2024, the applicant sought a variance asking to install the tower with “HOPE” branding and classifying that as a monument sign. That variance application was denied by a 2-1 vote with one recusal. The current application shows the same height and design as previously shown, without the “HOPE” branding and is categorized as an accessory structure. Neighboring notices were mailed April 29, 2024, and no responses have been received. Discussion as follows: • Pat Quade, Pastor at Lutheran Church of Hope, Waukee, spoke briefly in support of the project and reiterated that the “Hope” branding was removed in hopes of moving forward • Further discussion and a vote was tabled due to a lack of a quorum; three board members present and one recusal • Andy Kass made the recommendation to table the item to a future meeting due to a lack of quorum to vote on the item. Board of Adjustment Meeting Minutes May 9, 2024 Motion from Bryce Johnson to table the variance request from applicant Lutheran Church of Hope, seconded by Cole Bisgard. On voice vote, all ayes. Item 5: Consider a variance request from applicant Target Corporation at 900 SE Laurel Street (Lot 1 of Waukee Towne Center Plat 2) Variance from 167.07 (2) of the Waukee Municipal Code to permit a second wall sign on the same building elevation Bill Mettee, City Planner, presented an outline of the project, as shown in the staff report. The subject property is located south of Hickman Road and west of SE Alice’s Road and is part of the Waukee Towne Center development. The applicant, Target Corporation, is requesting a variance to permit a second wall sign along the east elevation, facing SE Alice’s Road. Neighboring notices were mailed April 29, 2024, with no responses received. Discussion as follows: • General discussion of building size, frontage area, building setback • Discussion of the requirement that buildings over 50,000 square feet do not have a limit on the size of the sign as long as it meets the number of signs required • Verification from Bill Mettee that the applicant was aware of the ordinance requirement of one sign per wall during the planning phase, and asked for the variance • Andy Kass provided information on tenant signage; tenant signs are considered a separate sign and require a separate sign permit but do not need a variance • General discussion of awareness as we approve or deny requests for future requests and setting a precedent; Bryce Johnson verified that the signs would be lit and noted that the Target logo is easily recognizable and doesn’t believe a second sign is necessary A motion was made by Cole Bisgard, seconded by Johnson to approve the variance.
