[Downtown Signage Project] FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: The proposed Amendment No. 1 to the to the Professional Services Agreement with Shive-Hattery, Inc. expands the original scope of work to include the implementation of the first phase of the wayfinding signage and monument signs. Using the previously completed Downtown Signage Masterplan, Shive-Hattery will prepare design documents for signage to be used for a competitive quote procurement process. Limited construction phase services are also included for monument sign construction. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Cost for full scope of services is $30,000. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The amended scope of work will advance the implementation of new signage and the Downtown Action plan. [DOWNTOWN SIGNAGE PROJECT] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, on May 15, 2023,the City of Waukee retained the consulting services of Shive- Hattery, Inc. for a downtown signage masterplan and street concepts (Resolution #2023-206); AND, WHEREAS, the amended agreement for professional services expands the original scope of work to include first phase implementation of wayfinding signage and monument signs and limited phase construction services of monument signs; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that Amendment No. 1 to the Agreement for Professional Consulting Services between Shive- Hattery, Inc and the City of Waukee is hereby approved. (S-H) agree to amend the Original Agreement as follows: PROJECT DESCRIPTION The Project Description is revised as follows: ADD Using the previously completed downtown signage masterplan, the City of Waukee is moving forward with implementation of a first phase of wayfinding signage and monument signs. Shive-Hattery will prepare design documents for signage to be used for a competitive quote procurement process. Limited construction phase services are also included for the monument sign construction. SCOPE OF SERVICES The provided services are revised as follows: NO CHANGES Tasks for the Scope of Services are revised as follows: ADD 1. Signage Coordination and Quoting Documents a. Conduct Kick-off Meeting to go over project goals, set milestones and set schedule b. Provide graphic elevations with notations, dimensions, color selections, typography detail and foundation information that can be developed into a package for soliciting competitive quotes from signage vendors. Shive-Hattery can assist with recommendations of signage fabricators. PDFs and electronic Illustrator files shall be transferred for City use and review. 1. Monument Sign 2. Provide structural engineering services to design foundation for the monument sign. d. Conduct a Progress Review Meeting to go over coordination items and review draft package. e. Provide one (1) round of revisions based on City feedback to sign package. f. Issue sign package to three (3) vendors for competitive quotes. g. Conduct a Progress Review Meeting to review quotes and discuss next steps with City staff. h. Transmit electronic artwork to selected sign vendor. i. Coordinate questions with sign vendor for fabrication. 2. Construction Phase Services a. Provide up to three (3) site visits after sign vendor selection to confirm monument sign installation locations and review progress/completion. 1. Monument signs are assumed to be installed between edge of road and the sidewalk within City right-of-way as shown on the City of Waukee GIS mapping service. Boundary survey is not currently included. CLIENT RESPONSIBILITIES Shive-Hattery is not a municipal advisor as defined by the Dodd-Frank Act and as such does not offer municipal advisory services including advice regarding any municipal financial products or securities. Any advice or recommendations provided to the client is intended as architectural/engineering services and should not be interpreted as advice regarding municipal financial products or services. The client understands they are responsible to retain the services of a registered municipal advisor for any advice it seeks regarding municipal financial products and securities. Client Responsibilities are revised as follows: NO CHANGES SCHEDULE The Schedule is revised as follows: We will begin our services upon receipt of this Amendment executed by you which will serve as a notice to proceed. • We will meet with you to develop a mutually agreed-upon schedule for the Scope of Services. Original, facsimile, electronic signatures or other electronic acceptance by the parties (and returned to Shive-Hattery) are deemed acceptable for binding the parties to the Amendment.
