AGENDA ITEM: Consideration of approval of resolutions approving a final plat for Stratford
Pointe Plat 2.
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
8.33-acre parcel of land located south of NW Sunrise Drive and west of NW
10th Street. The plat is currently used as multi-family residential. The
applicant wishes to replat the property from three parcels to two parcels.
The final plat includes two lots; Lot 1 is 3.19-acres in area and Lot 2 is 5.14-
acres in area.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on February 13, 2024 and
recommended approval:

Bill Mettee, Planner, introduced the request for approval of a final plat for a townhome and multi-
family residential subdivision, as presented by Stratford Pointe, LLC, and represented by Erin
Ollendike, P.E. of Civil Design Advantage.
The property is generally located south of NW Sunrise Drive and west of NW 10th Street containing
approximately 8.33-acres.
The subject property is located within the Stratford Crossing development. The property was rezoned
in 2017 as part of the overall Stratford Crossing neighborhood. The property was previously platted as
three lots in Stratford Pointe Plat 1 for townhome and apartment development. The property is
currently platted as three lots. The applicant has submitted a final plat to indicate that the property is
to be re-platted from three lots to two lots. Lot 1 is 3.19-acres and Lot 2 is 5.14-acres. Both lots meet
the minimum requirements of the R-3 zoning district.
Sanitary sewer and water services were extended to the property as part of the overall Stratford
Crossing improvements. Extensions of private sewer and water mains have been installed as part of
the Stratford Pointe project. Stormwater detention is provided on the north side of the site. All
utilities and stormwater facilities will be privately owned and maintained. All existing easements have
been indicated on the final plat, including storm sewer, sanitary sewer and gas. No new easements are
proposed with this plat.
The final plat is in general conformance with the zoning Ordinance, Subdivision Ordinance, and
Comprehensive Plan. Staff recommends approval of the final plat for Stratford Pointe Plat 2 subject to
remaining staff comments and review of legal documents.

Discussion as follows:
• General discussion of how the lots are split.
Motion by Commissioner Koelker for approval of a final plat for Stratford Pointe Plat 2, seconded by
Commissioner Lohse. Ayes: Beenken, Koelker, Broderick, Tessau, Lohse, and Bankole. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat subject to
remaining staff comments and review of the legal documents.
RECOMMENDATION: Approve the resolutions.

APPROVING THE FINAL PLAT FOR STRATFORD POINTE PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Stratford Pointe, LLC, has requested final plat approval of Stratford Pointe Plat 2 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on February 13, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Stratford Pointe Plat 2 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
20th day of May, 2024, that the Final Plat for Stratford Pointe Plat 2 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
