AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Slim Chickens
(965 SE Alice’s Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: DSDH Waukee, LLC requests approval of a site plan to
authorize the construction of a Slim Chickens restaurant. The site is located north of SE University
Avenue and east of SE Alice’s Road. The building will be 2,909 square feet in area and will be 21’ at the
tallest point.
There is one access into the site from the private road constructed with the Williams Pointe Commercial
development. A pedestrian connection is provided into the site from the private road as well as from the
sidewalk along SE Alice’s Road. A total of 44 parking spaces are required and the applicant is providing
47 spaces including two accessible spaces.
The site will be serviced with utilities that have been extended throughout the overall plat. Storm water
detention is provided with a basin along the south side of the site.
The elevations of the building are proposed to be constructed mainly of brick, glazing, composite decking
boards and insulated metal panels. A monument sign will be located at the northwest corner of the site.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the May 14, 2024, Commission Meeting and recommended approval
subject to remaining staff comments:
Item 5: Approval of a Site Plan for Slim Chickens (965 SE Alice’s Road)
Bill Mettee, City Planner, introduced the request for the approval of a site plan for a Slim Chickens
restaurant, as requested by DSDH Waukee, LLC, represented by Trent Smith of McClure Engineering.
The subject property is located east of SE Alice’s Road and north of SE University Avenue, containing
approximately 1.41-acres and includes construction of a restaurant that is proposed to be 2,909 square feet
in area. A trash enclosure is shown attached to the east side of the building, and a monument sign is
proposed near the northwest corner of the site. One access to the site will be provided from the private
road to the east previously constructed with Williams Pointe Commercial Plat 2. A total of 44 parking
spaces are required for this site, with 47 spaces being provided, including two handicap accessible spaces.
An additional five queuing spaces are required, 12 are provided.

A five-foot sidewalk will be installed along the east side of the site to provide pedestrian access to the rest
of the Williams Pointe Commercial development. Two pedestrian connections to the site will be

Staff recommends approval of the site plan for Slim Chickens subject to remaining staff comments.
Discussion as follows:
• General discussion, review of site plan
• Discussion of potential for a stop sign on a private drive near the site and possible impacts to
traffic flow; Trent Smith of McClure Engineering spoke and advised that it was a discussion point
and he will make sure it is revisited with staff as they wrap up the site plan.
• General discussion of building signage and placement
Motion by Commissioner Koelker for approval of a site plan for Slim Chickens Restaurant, seconded by
Commissioner Lohse. Ayes: Streit, Koelker, Beenken, Tessau, and Lohse. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR SLIM CHICKENS
(965 SE ALICE’S ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Slim Chickens, subject to remaining staff comments on May 14, 2024; AND,
WHEREAS, the Site Plan for Slim Chickens is in general conformance with §160 – Site and
Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Slim Chickens is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 20th day of May, 2024 that the Site Plan for Slim Chickens is approved subject to remaining
staff comments.

One access to this site will be provided from the private road to the east that was constructed with Williams
Pointe Commercial Plat 2.

All utilities exist in the immediate vicinity to this site and will be extended as needed to service the building.
Storm water detention will be provided with the detention basin located on the south side of the property.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 41.9%. The applicant has provided the required number of plantings per the landscaping
ordinance.

The elevations of the building are proposed to be constructed primarily of brick, glazing, composite decking
boards and insulated metal panels. The trash enclosure is proposed to be constructed of materials in style and
color to the primary structure.
MISCELLANEOUS
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
