HomeMy WebLinkAbout2024-05-20 I12 Hawaiian Bros_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 20, 2024 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Hawaiian Bros (1005 SE Alice’s Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: DSDH Waukee, LLC requests approval of a site plan to authorize the construction of a Hawaiian Bros restaurant. The site is located north of SE University Avenue and east of SE Alice’s Road. The building will be 2,909 square feet in area and will be 21’ at the tallest point. There is one access into the site from the private road constructed with the Williams Pointe Commercial development. A pedestrian connection is provided into the site from the sidewalk along SE Alice’s Road. A total of 44 parking spaces are required and the applicant is providing 44 spaces including two accessible spaces. The site will be serviced with utilities that have been extended throughout the overall plat. Storm water detention is provided with an underground detention system. The elevations of the building are proposed to be constructed mainly of brick, longboard, glazing and EIFS. A monument sign will be located at the southwest corner of the site. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the May 14, 2024, Commission Meeting and recommended approval subject to remaining staff comments: Items 6: Approval of a Site Plan for Hawaiian Bros (1005 SE Alice’s Road) Bill Mettee, City Planner, introduced the request for approval of a site plan for a Hawaiian Bros restaurant, as requested by DSDH Waukee, LLC, represented by Trent Smith of McClure Engineering. The subject property is located east of SE Alice’s Road and north of SE University Avenue, containing approximately 1.07-acres. The project includes the construction of a restaurant that is proposed to be 2,909 square feet in area. A trash enclosure is shown attached to the east side of the building and a monument sign is proposed near the southwest corner of the site. One access to this site will be provided from the private road to the east that was constructed with Williams Pointe Commercial Plat 2. A total of 44 parking spaces are required; 44 are spaces provided, including two handicap accessible spaces. The applicant is also providing 16 queuing spaces. It should be noted that there is only one pedestrian access I12 to the site instead of two. A second pedestrian access would have eliminated one parking space which would have resulted in not meeting the required parking. A five-foot sidewalk will be installed along the east side of the site to facilitate pedestrian access to the rest of the Williams Pointe Commercial Development. A pedestrian connection is shown into the site from the sidewalk along SE Alice’s Road. All utilities exist in the immediate vicinity and will be extended as needed. Storm water detention will be provided with the underground detention basin located on the south side of the property. A minimum of 20% of the project area is required to be open space, with the total amount of space at 30.4%. The applicant has provided the required number of plantings per the landscaping ordinance. The elevations of the building are proposed to be constructed primarily of brick, longboard, glazing and EIFS. The trash enclosure is proposed to be constructed of longboard similar in style and color to the primary structure. The applicant has submitted a photometric plan that meets the lighting requirements of the Site Plan Ordinance. Staff recommends approval of the site plan for Hawaiian Bros subject to remaining comments. Discussion as follows: • Follow up question regarding the decision process on not requiring a second pedestrian access; Bill Mettee confirmed that it was an internal staff decision, reiterating that a second access would have resulted in not meeting the parking requirement, and meeting the parking requirement took priority Motion by Commissioner Streit for approval of a site plan for Hawaiian Bros Restaurant, seconded by Commissioner Tessau. Ayes: Streit, Koelker, Beenken, Tessau, and Lohse. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan. RECOMMENDATION: Approve the resolution.
