AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 20, 2024 AGENDA ITEM: Consideration of approval of resolution approving a revised site plan for Central Plaza II FORMAT: Resolutions SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a revised site plan for a commercial building, located north of SE University Avenue and east of SE Alice’s Road. The revised site plan includes revising the originally approved building elevations. The original building elevations included mostly brick, EIFS and storefront glazing. The revised building elevations include more brick, no EIFS, and the addition of fabric awnings over the storefronts. The revised site plan also shows the removal of the bump out on the southwest corner of the building. No other changes are proposed. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the revised site plan request at their meeting on May 14, 2024 and recommended approval: Approval of a Revised Site Plan for Central Plaza II (1165 SE University Avenue) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a proposed revised site plan and revised building elevations of a new commercial building. Central Plaza II submitted for site plan approval and was granted approval by Waukee City Council on May 15, 2023, for a new commercial building. The developer has since reached out to City staff regarding revising the materials on the building elevations and a slight change to the building footprint. The original building elevations were to be primarily constructed of brick, EIFS, and storefront glazing. The revised elevations show more brick and no EIFS, plus the addition of fabric awnings over the storefront. The proposed plan also shows the bump out on the southwest corner of the building on the originally approved site plan to be removed. There are no other changes proposed. Staff recommends approval of the revised site plan for Central Plaza II, subject to remaining staff comments. Discussion as follows: • General discussion of the fabric awnings and durability/maintenance/longevity I14 • Keith Weggen of CDA provided information that changes are to reduce construction costs and he is confident the owner is aware that fabric awnings may require more maintenance and will maintain it. Motion by Commissioner Lohse for approval of a revised Site Plan for Central Plaza II, seconded by Commissioner Koelker. Ayes: Streit, Koelker, Beenken, Tessau, and Lohse. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the revised site plan for Central Plaza II subject to remaining staff comments. RECOMMENDATION: Approve the resolutions. ATTACHMENTS: I.
