WORK SESSION MEETING
May 13, 2024
A. Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd.
B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles
Bottenberg (electronically), Chris Crone, Rob Grove, Ben Sinclair. Absent: Council Member Anna
Bergman Pierce.
Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance
Director Linda Burkhart, Community Development Director Andy Kass, Public Works Director/City
Engineer Rudy Koester, Director of Economic Development Jennifer Brown, Parks & Recreation
Director Matt Jermier, IT Director Son Le, Director of Marketing & Communications Heather Behrens
(electronically), Fire Chief Clint Robinson, Police Chief Chad McCluskey, City Clerk Rebecca D.
Schuett.
C. Agenda Approval — Council Member Crone moved to approve the agenda, removing Item D6;
seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Crone, Grove, Sinclair.
Nays: None. Absent: Pierce. Motion carried 4 — 0 — 1.
D. Work Session:
1) Alice's Road Widening Project — Gabe Nelson and Todd Knox with Snyder & Associates
reviewed the project environmental study process, storm water management plans, aesthetics,
traffic analysis and proposed roadway design, including roundabouts. Phase 1 of the project,
which includes the section from Horizon Dr. north to Douglas Pkwy, has a 2025-2026 construction
schedule. Clive City Manager Matt McQuillen, in attendance along with Clive Public Works
Director Jeff May, stated that the Clive City Council supported the roundabout design concept, as
the project area abuts mostly residential districts. Mr. McQuillen also expressed his appreciation
for Waukee's partnership on the project.
2) SE Olson Drive/SE Brick Drive intersection control update — Public Works Director/City
Engineer Koester reviewed traffic volume and crash history data, then recommended the
implementation of an all -way stop at the intersection.
3) Spring Crest and Painted Woods Parks update — Parks & Recreation Director Jermier
presented design concepts and construction schedules for both parks.
4) FY2023-2024 Strategic Plan: Mental Health Strategy and Action Plan reports — Fire Chief
Robinson and Police Chief McCluskey reviewed the employee mental health approaches within
their respective departments. City Administrator Deets noted that he is researching programs for
possible implementation with other City staff and the community at large.
5) FY2023-2024 Strategic Plan: Economic Development quarterly report — Director of Economic
Development Brown discussed business retention visits and feedback, recent business openings,
downtown revitalization projects, marketing and promotional efforts, and upcoming events and
initiatives.

7) Signage discussion — City Administrator Deets reviewed current regulations and potential
amendments regarding billboard -style signage.
8) Urban fowl discussion — Community Development Director Kass discussed proposed code
amendments to allow for certain domestic fowl in residential zoning districts.
9) Pool and hot tub ordinance — Community Development Director Kass proposed the adoption of
the 2018 International Swimming Pool and Spa Code (ISPSC), with amendments.
10) National Speech and Debate Competition discussion — City Administrator Deets reviewed
traffic management, public safety and marketing plans for the event.
11) State legislation impacts — City Administrator Deets, Police Chief McCluskey and Public Works
Director/City Engineer Koester briefly discussed certain approved legislation that may impact City
operations and finances.
