SYNOPSIS INCLUDING PRO & CON: Contract amendment 1 covers those services provided by
Snyder staff outside of the original contract scope including additional hydraulic analysis for two trail
connections requiring structures to cross the stream, a tree planting plan, additional sidewalk and trail
design work for infill sections along NW 2nd Street and NW Douglas Parkway and trail alignment
redesign to accommodate the Habitat for Humanity Affordable Housing project’s entrance onto NW
Douglas Parkway.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: City agrees to pay the Consultant
an additional Not to Exceed amount of $44,000, including any authorized reimbursable expenses,
pursuant to the Schedule of Fees set forth in Attachment 3 of the agreement. The total contract Not to
Exceed amount increased from $285,400 to $329,400.

APPROVING AMENDMENT NO. 1 TO AGREEMENT FOR PROFESSIONAL
CONSULTING SERVICES WITH SNYDER & ASSOCIATES, INC.
[PRAIRIE ROSE TRAIL]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on July 24, 2023, the City retained the services of Snyder & Associates, Inc. for
the Prairie Rose Trail Project, (RES 2023-317); AND,
WHEREAS, the scope of services is amended to include additional services to complete
hydraulic analysis for two trail connections requiring structures to cross the stream, a tree
planting plan, additional sidewalk and trail design work for infill sections along NW 2nd Street
and NW Douglas Parkway and trail alignment redesign to accommodate the Habitat for
Humanity Affordable Housing project’s entrance onto NW Douglas Parkway amending the
contract fee to $329,400.00; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that
Amendment No. 1 to the Agreement for Professional Consulting Services between Snyder &
Associates, Inc. and the City of Waukee, Iowa [Prairie Rose Trail] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 3rd day of June, 2024.

ATTACHMENT 1
SCOPE OF SERVICES
The work to be performed by the Consultant under this agreement shall encompass and include detailed
work, services, materials, equipment and supplies necessary to complete analysis and design for the project.
I. GENERAL
The project includes construction of approximately 6,100-feet of trail between U.S. Highway 6
(Hickman Road) and NW Douglas Parkway. The south ½ of the trail alignment will be constructed
on new alignment within existing City of Waukee property. Grading for the north ½ of the trail has
been completed as part of a separate project, alignment in this area will follow the grading. Stream
re-alignment may be beneficial for trail construction, this project will include wetland/stream
delineation and permitting as such. The proposed improvements will be designed in 2023 with
construction anticipated to begin in late 2023 or early 2024.
This addendum to the project includes design services for additions or changes to the design as
detailed in the following sections.
II. BASIC SERVICES
A. Design Services
The Consultant shall perform the following design services to facilitate the construction of the
project.
a. Hydraulic analysis of the trail connections for NW Gracewood Drive and NW Pike
Circle. The hydraulic analysis will be reviewed for 100-yr and 50-yr high water
stormwater volume for use in determining trail elevation, structure size, and site
grading adjacent to the structures.
b. Review of options for drainage features for trail connections for NW Gracewood
Drive and NW Pike Circle. Options to be discussed with city staff for preferences.
Reviewed structures include bridges, box culverts, and multiple RCP’s. The review
will include cost estimates and impact comparisons of each option. The information
will be conveyed to the client for final selection of the drainage feature. The selected
options will be included in the construction plans.
c. Design of tree planting plans for Prairie Rose Trail. Design to include review of space
along Prairie Rose Trail, review and selection of tree species that grow well in Waukee
and spacing for layout. The tree planting layout will be included in the construction
plans.
d. Design of sidewalk and trail in-fill locations in the area of Prairie Rose Trail. The
design will include grading and trail design for the following locations. The design
will be included in the construction plans.
i. 5-foot wide sidewalk along the east side of NW 2nd Street from NW Venture
Dr to approximately 1200 ft north of NW Venture Drive,
ii. 10-foot wide trail along the north side of NW Douglas Parkway from
approximately 300 ft west of NW 2nd Avenue to approximately 600 ft west of
NW 2nd Avenue, and
iii. Maintenance ramp connections to NW Gracewood Drive and NW Pike Circle.
e. Redesign of Prairie Rose Trail north of NW Douglas Parkway. The redesign will
include realignment of the designed trail, redeveloping a profile, revised grading and
stormwater management changes for the following locations. The redesign will be
provided as revised plan sheets.
i. Realignment of the trail west of the storm water basin for drainage along the
west side of the trail.
ii. Realignment of the trail for the Habitat for Humanity site.
III. Compensation
A. In consideration of the professional services provided herein, the City agrees to pay the Consultant
the following sum NOT-TO-EXCEED, including any authorized reimbursable expenses, pursuant
to the Schedule of Fees set forth in the original agreement.
