Work Session: Goal setting and strategic planning for FY2025, first session – Mr. Sumek lead the council through a review of the FY2024 performance report and the status of the current fiscal year strategic plan and goals. Schuett, City Clerk WAUKEE CITY COUNCIL MINUTES June 3, 2024 (A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor Pro Tem Bottenberg at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Council Members R. Charles Bottenberg, Chris Crone, Rob Grove, Anna Bergman Pierce, Ben Sinclair. Absent: Mayor Courtney Clarke. Also in attendance: Assistant City Administrator Nick Osborne, Finance Director Linda Burkhart, Community Development Director Andy Kass, Planning Coordinator Melissa DeBoer, Director of Economic Development Jennifer Brown, Human Resources Director Michelle Lindsay, Public Works Director/City Engineer Rudy Koester, Park & Recreation Director Matt Jermier, Director of Marketing & Communications Heather Behrens (electronically), Police Officer Corby Robbins, City Clerk Rebecca D. (F) Presentations: None (G) Public Hearings: 1) On an ordinance to amend Chapter 165, Zoning Regulations, Definitions and General Regulations, by amending Section 165.15; Fences, Walls, and Hedges – Mayor Pro Tem Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Community Development Director Kass reviewed current fencing regulations, which state that fences higher than 4 feet on a corner lot secondary front yard must have a 20-foot setback. The proposed ordinance amends that setback to 15 feet. Mr. Kass noted a history of applications to the Board of Adjustment for variances from the secondary side yard setback regulations. The proposed ordinance primarily impacts corner lots along local collector streets. No comments were made by the public in attendance. 2) On an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from K-OF to K-RC, a parcel known as Community Choice Credit Union Waukee – Mayor Pro Tem Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Planning Coordinator DeBoer briefly reviewed the proposed ordinance to rezone an approximately 2-acre parcel which is currently platted as an outlot. City staff received no correspondence either for or against the application. The proposed amendment would allow a drive-thru for a potential coffee shop; the current zoning does not allow a drive-thru. No comments were made by the public in attendance. 3) On the authorization of a $156,621.60 Master Services and Purchasing Agreement, payable from the General Fund – Mayor Pro Tem Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Finance Director Burkhart reviewed the agreement to purchase tasers and accessory items for the Waukee Police Department; the agreement includes support for five years. No comments were made by the public in attendance. (H) Public Hearing Action Items: 1) Ordinance: Consideration of approval of an ordinance to amend Chapter 165, Zoning Regulations, Definitions and General Regulations, by amending Section 165.15; Fences, Walls, and Hedges [introduction; first reading] – Council Member Sinclair 2 introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Grove. Results of vote: Ayes: Bottenberg, Crone, Grove, Pierce, Sinclair. Nays: None. Resolution: Consideration of approval of a resolution authorizing a Master Services and Purchasing Agreement and pledging the General Fund as security thereof – Council Member Grove moved to approve the resolution; seconded by Council Member Crone. Work Session: 1) Des Moines Area MPO Comprehensive Safety Action Plan – Brian Willham with HR Green presented the project, which is intended to significantly reduce and eliminate serious or fatal traffic incidents. He reviewed key principles, goals, national and local statistics, and next steps. 2) FY2023-2024 Strategic Plan: Aquatic Facility concept plan – Waters Edge representatives Kyle McCawley and Lauren Ozburn (electronically) presented the final concept plan, cost estimate for construction, opportunities for possible cost reductions, projected operating costs, and next steps. 3) Waukee Civic Campus discussion – Matt Carlile with Confluence discussed project background and goals, initial and current concepts, and next steps. 4) Beggar’s Night – After some discussion, the council agreed to keep Beggar’s Night on October 30; council will revisit the matter if the neighboring cities of Clive, Urbandale and West Des Moines move their events to another date.
