HomeMy WebLinkAbout2024-06-17 I07A-C New Horizon Academy_Parkside Comm Plat 1_Preliminary Plat, Final Plat, Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 17, 2024 AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final plat, and site plan for New Horizon Academy / Parkside Commercial Plat 1 FORMAT: Resolutions SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat, final plat, and site plan for a commercial development, located north of NW Douglas Parkway and east of NW 10th Street, containing 1.93-acres. The project includes the construction of a single-story daycare building. The building is just over 12,600 square feet in area and 24-feet in height. The site plan includes an outdoor playground area to the east of the building. The playground will be enclosed with a 5-foot tall, black ornamental steel fence. A small storage shed is shown at the northeast corner of the building, within the playground area. A trash enclosure will be provided at the northwest corner of the site and a monument sign at the southwest corner of the site. The final plat includes one lot that is 1.93-acres in area. Two accesses will be provided into this site off of NW Douglas Parkway. Both accesses include ingress/egress easements. A ten-foot-wide trail will be provided adjacent to this site along NW Douglas Parkway. A private sidewalk will provide pedestrian access into the site from the public trail. A total of 33 parking spaces are required, they are providing 36 spaces. The site will be serviced with all public utilities. Stormwater detention will be provided in a detention basin at the south side of the site. All proposed easements have been indicated on the final plat. A minimum of 20% of the site is required to be open space, they are providing 53%. The required amount of plantings are being provided. Landscape buffers will be installed along the north, east, and south sides of the site. The elevations of the building will be constructed of mostly brick, fiber cement board and batten, storefront system, and stone. The trash enclosure and storage shed will be composed of the same materials as the building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the preliminary plat, final plat, and site plan request at their meeting on April 9, 2024 and recommended approval: I7A-C Approval of a Preliminary Plat for New Horizon Academy, Approval of a Final Plat for Parkside Commercial Plat 1, and Approval of a Site Plan for New Horizon Academy (905 NW Douglas Parkway) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat, final plat, and site plan for a daycare facility, as requested by Parkside Waukee, LLC, and represented by Nikki Neal of Civil Design Advantage. The property is generally located north of NW Douglas Parkway and east of NW 10th Street containing approximately 1.93 acres. The project includes the construction of a single-story daycare building. Discussion as follows: • General discussion of placement of structures • General discussion of the zoning surrounding the area • General discussion of the access to the area and the future intent of the drive with regard to future access to the area; Nikki Neal of Civil Design Advantage provided information that the area is conceptual at this time and is fluid Motion by Commissioner Tessau for approval of a Preliminary Plat for New Horizon Academy, seconded by Commissioner Koelker. Ayes: Broderick, Streit, Koelker, Beenken, Tessau, and Bankole. Nays: None. Motion carried. Motion by Commissioner Streit for approval of a Final Plat for Parkside Commercial Plat 1, seconded by Commissioner Broderick. Ayes: Broderick, Streit, Koelker, Beenken, Tessau, and Bankole. Nays: None. Motion carried. Motion by Commissioner Bankole for approval of a Site Plan for New Horizon Academy, seconded by Commissioner Tessau. STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat, and site plan for New Horizon Academy / Parkside Commercial Plat 1 subject to remaining staff comments and review of the legal documents.
