AGENDA ITEM: Consideration of approval of a resolution approving an extension of the site
plan for Converge NW Phase 2 (250 NW 6th Street)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Hubbell Realty requests approval of an extension of the
site plan for a new multi-family residential development proposed west of
NW 6th Street and south of NW Sunrise Drive. The project includes four (4)
apartment buildings with 60-units per building and four (4) townhome
buildings with 4-units per building. The site plan was originally approved by
the City Council on March 6, 2023. But the plans weren’t accepted by staff
until July 13, 2023. Chapter 160 of the Waukee Municipal Code allows an
applicant to request one one-year extension of a site plan approval if
construction has not commenced within one year of the original approval date.
There are no proposed changes to the site plan now. According to the
extension request letter, the applicant wishes to complete the first phase of the
project prior to commencing construction on the second phase.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the June 25, 2024, Commission Meeting and recommended approval of
the extension:

Andy Kass, Community Development Director, introduced the request to grant an extension for
Converge NW Phase 2.
The subject property is located west of NW 6th Street and south of NW Sunrise Drive and received site
plan approval by the City Council on March 6, 2023, and the final plans were accepted by staff on July
13, 2023. The project includes the construction of four (4) 60-unit apartment buildings and four (4)
townhome buildings with a total of 16-units. The developer, Hubbell Realty, is currently working on
finishing the improvements to Phase 1 of the overall project and would then begin the improvements
associated with Phase 2. The applicant is requesting a 1-year extension of the approval of their site
plan.
Staff recommends approval of the extension for the approved site plan.

Motion by Commissioner Koelker for approval of a request to grant an extension for approved Site
Plan for Converge NW Phase 2 (250 NW 6th Street), seconded by Commissioner Lohse. Ayes:
Broderick, Koelker, Beenken, Tessau, Lohse and Bankole. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan extension request.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2024-
APPROVING AN EXTESION OF THE SITE PLAN FOR CONVERGE NW PHASE 2
(250 NW 6TH STREET)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized
Municipal Organization; AND,
WHEREAS, the Waukee City Council approved the Site Plan for Converge NW Phase 2 on
March 6, 2023; AND,
WHEREAS, the Waukee City Staff accepted the final Site Plan for Converge NW Phase 2 on
July 13, 2023; AND,
WHEREAS, the approved site plan will become null and void on July 13, 2024, as a building
permit has not been approved and actual construction has not begun prior to this date; AND,
WHEREAS, the developer has applied for a one (1) year extension of the site plan in
accordance with Waukee Municipal Code §160.03; AND,
WHEREAS, the Planning & Zoning Commission recommended the extension be approved
during the meeting of June 25, 2024; AND,
WHEREAS, the Site Plan for Converge NW Phase 2 remains in general conformance with
§160 – Site and Building Development Standards of the Waukee Municipal Code;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa
in session this 1st day of July, 2024 that a one-year extension for the site plan for Converge
NW Phase 2 is approved.

Re: Converge NW Phase 2 Site Plan Approval Extension Request (250 NW 6th Street)
BACKGROUND
The subject property received site plan approval by the City Council on March 6, 2023. The approval
was subject to remaining staff comments. All staff comments were addressed, and the plans were
accepted on July 13, 2023, by staff. The project includes the construction of four (4) 60-unit apartment
buildings and four (4) townhome buildings with a total of 16-units.

RE: Converge NW Phase 2 Site Plan Extension
Dear City of Waukee,
Hubbell is nearing completion of the Converge NW Phase 1 community. We are also approaching
the one year mark since our Converge NW Phase 2 Site Plan was approved on July 13, 2023. We would
like to formally request a 1 year extension for this Converge NW Phase 2 Site Plan, as construction will not
begin on Phase 2 until Phase 1 is complete.
