HomeMy WebLinkAbout2024-07-01 I09 Waukee Towne Center Plat 2, Lot 2_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 1, 2024 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Lot 2, Waukee Towne Center Plat 2 (980 SE Laurel Street) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Waukee Towne Center, LLC requests approval of a new site plan to authorize the construction of a 48,000 square foot multi-tenant retail building. The building is 29-feet in height. The main entrances to the building are along the east side. The original site plan received approval by City Council on April 3, 2023. The site plan has since expired; therefore, the applicant is asking for approval of a new site plan. There are a couple of minor changes from the originally approved site plan including: striping of parking spaces along the west side of the lot for employee parking and phasing the plan into two separate phases. Phase 1 includes the construction of the utilities and parking lot on the east side of the building; Phase 2 includes the construction of the building and the paved areas located on the west side of the building. The site plan shows a total of three tenant spaces. Each tenant space includes a loading dock along the west side of the building. Trash will be collected interior to the building, with each tenant space including a compactor along the west side of the building. A monument sign/fountain feature is shown at the far east side of the site. This will be the entrance feature for the entire commercial development. Several shared accesses will be provided into this site. Pedestrian connections will be provided from SE Laurel Street and from the adjacent sites. A total of 193 parking spaces are required and they are providing 285 parking spaces. Private utilities will serve the site. Stormwater management is provided with a detention basin located along the west side of the site and a large pond to the south of the site. A 30-foot-wide landscape buffer will be provided along the west side of the site to provide a buffer for the adjacent residential properties. All landscaping requirements have been met. The elevations of the building are proposed to be constructed mainly of brick, composite cladding panels, concrete masonry unit, and glazing. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the June 25, 2024, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Lot 2, Waukee Towne Center Plat 2 (980 SE Laurel Street) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a commercial development, as requested by Waukee Towne Center, LLC, represented by Ed Arp, Civil Engineering Consultants. I9 The property is generally located west of SE Alice’s Road and south of SE Laurel Street, containing approximately 5.51-acres. A site plan for the subject property was approved by City Council on April 3, 2023. The site plan has since expired; therefore, the applicant is asking for approval of a new site plan. The landscape plan meets the requirement of the Landscape and Open Space Ordinance. The elevations of the building are proposed to be constructed mainly of brick, composite cladding panels, concrete masonry unit, and glazing. The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan Ordinance, and Comprehensive Plan. Staff recommends approval of the site plan, subject to remaining staff comments. Discussion as follows: • General discussion of the reason for the change; parking is a priority to prepare for the Target store opening Motion by Commissioner Bankole for approval of a Site Plan for Lot 2, Waukee Towne Center Plat 2 (980 SE Laurel Street), seconded by Commissioner Koelker. Ayes: Koelker, Beenken, Tessau, Lohse and Bankole. Recusal: Broderick. Nays: None. Motion carried.
