WORK SESSION MEETING
July 8, 2024
A. Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd.
B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles
Bottenberg, Chris Crone, Rob Grove, Anna Bergman Pierce, Ben Sinclair. Absent: None. (Council
Member Crone left at 6:56 p.m.)
Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance
Director Linda Burkhart, Public Works Director/City Engineer Rudy Koester, Parks & Recreation
Director Matt Jermier, Director of Economic Development Jennifer Brown, IT Director Son Le, Police
Chief Chad McCluskey, City Clerk Rebecca D. Schuett.
C. Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council
Member Grove. Results of vote: Ayes: Bottenberg, Crone, Grove, Pierce, Sinclair. Nays: None.
Motion carried 5 — 0.
D. Work Session:
1) City Partners Presentation: Waukee Area Christian Services — Waukee Area Christian
Services Executive Director Melissa Stimple presented the FY2024 annual update, including vision
and mission, core service areas, geographic reach and funding sources. She reviewed how
Waukee Area Christian Services invests the City's contribution, the percentage of Waukee
residents assisted through their core services, and priorities for future growth of the organization.
2) Centennial Park playground improvements — Parks and Recreation Director Jermier reviewed a
design concept plan for replacing existing Centennial Park playground equipment. He added that
the old equipment would be refurbished, then shipped to and installed in Ecuador as part of the
"Kids Around the World" program.
3) Waukee Cemetery discussion — City Administrator Deets shared a timeline for the transfer of
cemetery ownership from Walnut Township to the City.
4) Waukee Public Safety Building update — City Administrator Deets reviewed construction
progress on the Public Safety Building.
5) Road and infrastructure project updates — Public Works Director/City Engineer Koester
provided an update on various projects under construction.
6) Site plan ordinance revisions — Community Development Director Kass discussed amendments
to the site plan ordinance to reflect new state legislation on exterior building materials for single
family dwellings, townhomes and certain multi -family buildings.
7) Domestic fowl ordinance — Community Development Director Kass reviewed how the ordinance,
if approved, would be enforced.
E. Council Liaison Reports
F. Comments — There was some discussion regarding private fireworks use. (Council Member Crone left
at 6:56 p.m.)
Council Member Bottenberg moved to adjourn; seconded by Council Member Grove. Ayes: All. Nays:
None. Motion carried 4 — 0.
