SYNOPSIS INCLUDING PRO & CON:
The City of Waukee sought proposals for structural and environmental
investigations at the old city hall/VFW building located at 410 6th Street in
Waukee Iowa. This study is necessary due to the unknown condition of the
building. ISG Inc has provided a professional services proposal for this
investigation.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
The cost for these services is not to exceed $13,450. The deliverables from
this proposal will be a detailed report describing the structural analysis and
environmental study, including cost estimates to remediate any deficiencies
discovered.

APPROVING STRUCTURAL AND ENVIRONMENTAL ASSESSMENT
SERVICES AGREEMENT WITH ISG [410 6TH STREET/VETERANS’ HALL]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas
County; AND,
WHEREAS, Waukee City staff solicited proposals for structural and environmental
investigations at the Veterans’ Hall building located at 410 6th Street in order to assess the
condition of the building; AND,
WHEREAS, City staff recommend approval of a proposal from ISG to provide a
detailed report describing the structural analysis and environmental study, including cost
estimates to remediate any deficiencies discovered;
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council on this
5th day of August, 2024, that the Structural and Environmental Assessment Services
Agreement with ISG [410 6th Street/Veterans’ Hall] is hereby approved.

As the City of Waukee seeks testing for the building at 410 6th Street in Waukee,
Iowa, ISG stands eager and ready to assist. Backed by our in-house, multi-disciplinary
professionals, vast industry experience, and a sound project understanding, ISG
proposes to provide the following scope of services to meet your project needs.
SCOPE OF SERVICES
Structural Assessment
On-Site Investigation
ISG will provide the following on-site investigation services:
• Take measurements of roof and floor joists to perform analysis and provide
load ratings
• Observations of all joist bearing conditions
• Assessment of brick to ascertain square footages of repair needed
• Assessment of mortar to ascertain square footages of repair needed
• Foundation evaluation
Structural Report
ISG will provide a structural report that includes:
• A detailed summary of findings and repairs needed
• Clear differentiation between structural requirements and building improvements
• High-level construction cost estimates
Environmental Assessment
ISG will be partnering with Terracon to provide environmental work for this project.
Terracon will provide the following environmental testing services:
• Phase 1 Environmental Site Assessment (ESA)
• Asbestos National Emission Standard for Hazardous Air Pollutants
(NESHAP) inspection
• Lead-based paint inspection
• Mold and moisture assessment
• Radon, including short-term, activated charcoal testing

SCHEDULE + COMPENSATION
ISG anticipates completing all work in five to six (5–6) weeks. We propose to provide
the scope of work described within this proposal for compensation in accordance with
the following schedule. Anticipated reimbursable expenses such as travel, mileage, and
printing are included. Sales tax is excluded from the compensation.

Environmental Assessment
Phase I ESA $3,100*
Asbestos NESHAP inspection $3,500*
Lead-based paint inspection $1,500*
Mold and moisture assessment $1,250*
Radon (short term, activated charcoal testing)$600*

*Not To Exceed (NTE) Amount
ADDITIONAL SERVICES
ISG’s goal for this proposal, like its services, is to be flexible with accommodating
the requirements of this project. Upon request, ISG is able to provide a subsequent
proposal to assist with additional professional design and construction phase services
that will be necessary to facilitate this project as it moves forward.
