AGENDA ITEM: Consideration of approval of resolution approving a final plat for The
Crossing at Alice’s Road Plat 5
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for The
Crossing at Alice’s Road Plat 5, located west of SE Alice’s Road and north of
E Hickman Road, containing 11.89-acres.
The subject property is currently one lot. The request is to plat the single lot
into two separate lots. Lot 1 is 9.73 acres and will contain the grocery store
and associated parking lot and Lot 2 is 2.16-acres and will contain the gas
station and car wash.
No other changes are proposed.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on July 23, 2024, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a final plat for a
commercial development, as requested by Hy-Vee, Inc., represented by Jeff Gaddis, of Civil
Engineering Consultants.
The property is generally located west of SE Alice’s Road and north of East Hickman Road,
containing approximately 11.89-acres. The subject property was previously platted as one lot within
The Crossing as Alice’s Road Plat 4. The request is to replat the lot into two separate lots – one for the
gas station and car wash, and one for the grocery store.
The plat identifies a total of two lots for commercial development. Lot 1 is 9.73-acres in area and will
contain the grocery store and associated parking lot, Lot 2 is 2.16-acres in area and will contain the gas
station and car wash buildings.
No new streets or trails will be provided as part of this plat. No new utilities will be provided as part
of this plat, as all utilities have been installed with previous improvements. No new easements are
proposed. All necessary easements already exist.
The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land
use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the final
plat for The Crossing at Alice’s Road Plat 5, subject to remaining staff comments and review of legal
documents.

Discussion as follows:
• General discussion regarding the reason for the request; unknown, Hy-Vee owns both lots and
request platting two separate lots
Motion by Commissioner Streit for approval of a final plat for The Crossing at Alice’s Road Plat 5,
seconded by Commissioner Bankole. Ayes: Streit, Koelker, Beenken, Lohse, Tessau, and Bankole.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for The Crossing
at Alice’s Road Plat 5 subject to remaining staff comments and review of the
legal documents.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR THE CROSSING AT ALICE’S ROAD PLAT 5
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Hy-Vee, Inc., has requested final plat approval of The Crossing at Alice’s Road Plat 5
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on July 23, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for The Crossing at Alice’s Road Plat 5 and the documents relating thereto
will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
5th day of August, 2024, that the Final Plat for The Crossing at Alice’s Road Plat 5 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
