AGENDA ITEM: Consideration of approval of resolution approving a final plat for Painted
Woods West Plat 5
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for
Painted Woods West Plat 5, located north of Interstate 80 and west of 6th
Street, containing 23.51-acres.
The property is zoned R-2, One and Two Family Residential; R-2, One and
Two Family Residential with a Planned Development Overlay; and R-4, Row
Dwelling and Townhome Dwelling District.
The plat includes a total of 77 lots for single-family development. Four of the
lots, at the north side of the plat, are zoned R-2, and the rest of the lots are
zoned R-2 with a Planned Development Overlay. The R-2 lots are around
13,000 square feet each. The R-2/PD-1 lots range in size from 6,000 to just
over 11,000 square feet. All proposed lots meet or exceed the minimum
requirements of the R-2 and R-2/PD-1 zoning districts.
Several extensions of existing public streets are included with this plat and a
couple of new public streets are also included. This plat will complete the
section of Indian Ridge Drive between U Place and 6th Street. Indian Ridge
Drive is classified as a minor collector.
Public utilities will service all proposed lots. Stormwater detention will be
provided with a large basin located to the north of this plat.
Parkland dedication requirements will be met with the dedication of Outlot Z
to the City of Waukee for a future public park. Outlot Z is 5.35-acres in area.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on July 23, 2024, and
recommended approval:
Approval of a Final Plat for Painted Woods West Plat 5
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a final plat for a single-
family residential subdivision, as requested by JJR Holdings, LLC, represented by Erin Ollendike of
Civil Design Advantage.
The property is generally located north of Interstate 80 and west of 6th Street, containing approximately
23.51 acres. The subject property was rezoned from A-1 to R-2, R-2/PD-1 and R-4 in March 2022. A
preliminary plat was approved in August 2022.

The final plat indicates a total of 77 lots for single family residential development. Four of the lots at
the north side of the plat are zoned R-2 and the rest of the lots are zoned R-2/PD-1. The R-2 lots range
in size from 13,020 square feet to 13,349 square feet. The R-2/PD-1 lots range in size from 6,000
square feet to 11,298 square feet. All lots meet or exceed the minimum requirements of the R-2 and
R-2/PD-1 zoning districts. The lots zoned R-2/PD-1 are subject to the following requirements of the
Planned Development when they are developed; minimum two car garage, minimum of 1,100 square
feet for a single story home and 1,400 square feet for a two story home, adjacent lots cannot share the
same building elevation, minimum of 25% stone, brick, or stucco on the front of the home facing the
public street, and two (2) trees and two (2) shrubs planted on each lot at the time of individual lot
development. The final plat also includes one outlot, Outlot Z, to be dedicated to the City of Waukee
for parkland.

and Indian Ridge Drive are included. New public streets include Paradise Lane and Azalea Drive.

Motion by Commissioner Bankole, for approval of Approval of a Final Plat for Painted Woods West
Plat 5, seconded by Commissioner Lohse. Ayes: Streit, Koelker, Beenken, Lohse, Tessau, and
Bankole. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Painted
Woods West Plat 5 subject to remaining staff comments and review of the
legal documents.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, JJR HOLDINGS, LLC, has requested final plat approval of Painted Woods West Plat 5
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on July 23, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Painted Woods West Plat 5 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
5th day of August, 2024, that the Final Plat for Painted Woods West Plat 5 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Lot A, Lot B and Lot C);
2. Warranty Deed (Outlot Z);
3. Public Water Main Easement;
4. Public Overland Flowage Easement;
5. Public Utility Easement;
6. Public Sanitary Sewer Easement;
7. Public Storm Sewer Easement;
8. Public Storm Water Management Facility Maintenance Covenant and Permanent Easement
Agreement;
9. Offsite Public Water Main Easement;
10. Offsite Public Overland Flowage Easement;
11. Offsite Public Utility Easement;
12. Offsite Sanitary Sewer Easement; and
13. Offsite Public Storm Sewer Easement.

HISTORY
The subject property is located north of Interstate 80 and west of 6th Street. The property was rezoned from A-1 to R-
2, R-2/PD-1 and R-4 in March 2022. A preliminary plat was approved in August 2022.
PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 77 lots for single family residential development. Four of the lots at the north side of
the plat are zoned R-2 and the rest of the lots are zoned R-2/PD-1. The R-2 lots range in size from 13,020 square feet

requirements for the lots within the plat.
