RESOLUTION 2020-113
AUTHORIZING TWO POLICIES IN ACCORDANCE WITH THE FAMILIES FIRST
CORONAVIRUS RESPONSE ACT [EMERGENCY PAID SICK LEAVE POLICY AND
EMERGENCY EXPANSION OF THE FAMILY MEDICAL LEAVE ACT POLICY]
IN THE NAME AND BY THE A UTHORITY OF THE CITY OF WA UKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the Human Resources Director has proposed two new policies addressing the expansion
of the Family Medical Leave Act as laid out in the Families First Coronavirus Response Act
Emergency Paid Sick Leave Policy and Emergency Expansion of the Family Medical Leave Act
Policy; AND,
WHEREAS, the Emergency Paid Sick Leave Policy provides employees with up to two weeks of paid
sick time due to the impact of COVID-19; AND,
WHEREAS, the Emergency Expansion of the Family Medical Leave Act provides qualified
employees job protected paid leave up to 12 weeks to care for the employee's child if the child's
school or place of childcare is closed because of a public health emergency.; AND,
WHEREAS, both policies have daily and aggregate caps, dependent upon the reason for the leave;
AND,
WHEREAS, both policies are effective April 1, 2020 and are set to expire along with the Families
First Coronavirus Response Act on December 31, 2020 ; AND,
WHEREAS, the Emergency Paid Sick Leave Policy and Emergency Expansion of the Family
Medical Leave Policy are intended to protect the safety of the workforce and address the physical and
financial well-being of those employees personally affected by the coronavirus, COVID-19, pandemic.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 27°i
day of March 2020, that the Emergency Paid Sick Leave policy and Emergency Expansion of the
Family Medical Leave Act policy are hereby approved and shall go into effect April 1, 2020.
BE IT FURTHER RESOLVED that the Emergency Paid Sick Leave policy and Emergency
Expansion of the Family Medical Leave Act policy for employees covered by the Collective
Bargaining Agreement with the Communications Workers of America (CWA), Local #7102, AFL-
CIO, shall also go into effect April 1, 2020, pending approval of a Memorandum of Understanding.
