AGENDA ITEM: Consideration of approval of resolutions approving a final plat and site plan
for Kettlestone Central DWR Plat 1/Kettlestone Central - DWR
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat and site
plan for a dance studio, located east of SE Glacier Trail and south of SE
Westown Parkway, containing 1.92-acres.
The project includes the construction of a single-story building for a dance
studio. The building is 12,305 square feet in area and 23 feet in height. A trash
enclosure is provided at the east side of the site.
The final plat includes one lot that is 1.92-acres in area.
Two accesses will be provided into this site, one off of SE Glacier Trail and
one off of SE Westown Parkway. A 5-foot wide sidewalk will be provided
adjacent to the property along SE Glacier Trail and a 10-foot wide trail will be
provided adjacent to the property along SE Westown Parkway. A total of 62
parking spaces are required, they are providing 79 spaces.
The site will be serviced with all public utilities. Stormwater will be collected
in area intakes. All proposed easements have been indicated on the final plat.
A minimum of 20% of the site is required to be open space, they are providing
40%. The required amount of plantings are being provided.
The elevations of the building will be constructed of mostly brick and fiber
cement panels. The trash enclosure will be composed of brick to match the
building.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat and site plan request at their meeting on August
13, 2024, and recommended approval:
Approval of a Final Plat and Site Plan for Kettlestone Central DWR Plat 1 (1340 SE Westown
Parkway)
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a final plat and site plan
for a commercial development, as requested by Caliber Land Company, LLC, represented by Nikki
Neal of Civil Design Advantage.
The property is generally located east of SE Glacier Trail and south of SE Westown Parkway
containing approximately 1.92-acres. The property is not currently platted as a lot.

The project includes the construction of a single-story building for a dance studio. The building is
12,305 square feet in area and 23 feet in height. A trash enclosure is provided at the east side of the
site. The final plat includes one lot. The final plat also includes landscape buffer easements along the
south and southeast property lines and public utility easements along the property lines adjacent to the
public street.
Two accesses are proposed into the site, one from SE Glacier Trail, and one from SE Westown
Parkway. A five-foot wide sidewalk will be provided adjacent to the property along SE Glacier Trail
and a ten-foot wide trail will be provided adjacent to the property along SE Westown Parkway. A

Ordinance, Site Plan Ordinance, Kettlestone Design Guidelines, and Comprehensive Plan. Staff
recommends approval of the final plat for Kettlestone Central DWR Plat 1 and the site plan for
Kettlestone Central – DWR subject to any remaining staff comments and review of legal documents.
Discussion as follows:
• General discussion of building use (single tenant, dance studio)
• General discussion of parking overflow, access and verification that the plans meet parking
requirements
Motion by Commissioner Tessau for approval of a final plat for Kettlestone Central DWR Plat 1,
seconded by Commissioner Broderick. Ayes: Broderick, Streit, Koelker, Beenken, Lohse, Tessau and
Bankole. Nays: None. Motion carried.
Motion by Commissioner Streit for approval of a Site Plan for Kettlestone Central DWR Plat 1 (1340
SE Westown Parkway), seconded by Commissioner Lohse. Ayes: Broderick, Streit, Koelker,
Beenken, Lohse, Tessau and Bankole. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat and site plan for
Kettlestone Central DWR Plat 1/Kettlestone Central - DWR subject to
remaining staff comments and review of the legal documents.
RECOMMENDATION: Approve the resolutions.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Caliber Land Company, LLC, has requested final plat approval of Kettlestone Central
DWR Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on August 13, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Central DWR Plat 1 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
19th day of August, 2024, that the Final Plat for Kettlestone Central DWR Plat 1 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Public Landscape Buffer Easement; and
2. Public Utility Easement

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Kettlestone Central - DWR, subject to remaining staff comments on August 13,
2024; AND,
WHEREAS, the Site Plan for Kettlestone Central - DWR is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Kettlestone Central - DWR is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 19th day of August, 2024, that the Site Plan for Kettlestone Central - DWR is approved
subject to remaining staff comments.

variations. Elevations of the proposed building have been provided for review.

PHOTOMETRIC PLAN
A photometric plan for the site lighting has been submitted and complies with the requirements of the Site Plan
Ordinance.
STAFF RECOMMENDATION
The final plat and site plan are in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site
Plan Ordinance, Kettlestone Design Guidelines, and Comprehensive Plan. Staff recommends approval of the
final plat for Kettlestone Central DWR Plat 1 and the site plan for Kettlestone Central - DWR subject to any
remaining staff comments and review of the legal documents.
