AGENDA ITEM: Consideration of approval of a resolution approving a site plan for The Peak at
Kettlestone Apartments Phase 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for the
second phase of a multi-family development, located north of SE Pleasant
View Drive and east of Grand Prairie Parkway, containing 15.22-acres.
The project includes the construction of three apartment buildings and one
townhome building. A large 4-story apartment building is proposed that
contains 192 units. This building includes an interior courtyard with
amenities.
The other buildings proposed include a 30-unit apartment building, a 60-unit
apartment building, and an 11-unit townhome building. There are also several
garage buildings proposed across the site. The site plan also includes a fenced-
in dog park area.
The second phase of the project includes a total of 293 dwelling units.
Between the first and second phases, a total of 377 units are proposed for a
total density of 24.77 dwelling units per acre.
Two existing accesses are provided into the site. No changes are proposed to
these accesses. A total of 510 parking spaces are required, they are providing
510 spaces.
The site will be serviced with all public utilities. All utilities within the site
will be privately owned and maintained. Storm water detention for this
property is provided with an existing detention pond located at the southwest
corner of the site. The pond is privately owned and maintained.
A minimum of 20% of the site is required to be open space, they are providing
43%. The required amount of plantings are being provided.
The elevations of the buildings will be constructed of mostly brick, stone,
fiber cement siding, fiber cement panels, and glazing.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on August 13, 2024, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for the
second phase of a multi-family apartment development, as requested by Kettlestone Apartments, LLC,
represented by Dan Southwick of Bishop Engineering.
The property is located north of SE Pleasant View Drive and east of Grand Prairie Parkway,
containing approximately 15.22 acres. The subject property was originally rezoned in 2020 to allow
for multi-family development and a planned development overlay was recently approved by City
Council to allow for higher density than what is typically allowed within the standard K-MF-HIGH
zoning district. The property was master planned in 2015 as part of the Kettlestone Master Plan. The
proposed multi-family project is consistent with the Kettlestone Master Plan.
Phase 1 of the project as approved in October 2022, is currently under construction and is almost
completed. Phase 1 includes three apartment buildings, two 30-unit buildings and one 24-unit building
for a total of 84 units. Phase 1 also includes four detached garage buildings. Currently the applicant
wishes to begin construction on Phase 2.
Phase 2 includes three apartment buildings and one townhome building. A large 4-story apartment
building is proposed containing 192 units. The building is called out as the “Allure Building” on the
site plan. This building includes an interior courtyard with amenities including a pickleball court and a
pool.

are proposed to be three stories tall. There are also several garage buildings proposed across the site.

apartment building.
The second phase of the project includes a total of 293 dwelling units. Between the first phase and
second phase, a total of 377 units are proposed for a total density of 24.77 dwelling units per acre. The
maximum density allowed per the planned development overlay is 26 dwelling units per acre.
Two existing accesses are provided into the site, one from SE Pleasant View Drive and one from SE
Glacier Trail. No changes are proposed. A total of 510 parking spaces are required for the entire site,
including both phases of the project. The applicant is providing 510 spaces, including 20 accessible
spaces. The parking totals include the garage parking. Five-foot-wide sidewalks will be installed
along both SE Pleasant View Drive and SE Glacier Trail. Pedestrian connections will be provided into
the site from the public sidewalks along both access drives. Several sidewalks are proposed interior to
the site to allow pedestrian access throughout the multi-family development.
This site will be serviced with all public utilities. A sanitary sewer connection is provided from the
sanitary main along SE Glacier Trail. A water service has been provided from the main along SE
Pleasant View Drive. All utilities within the site will be privately owned and maintained. Storm water
detention for this property is provided with an existing detention pond located at the southwest corner
of the site. This pond is privately owned and maintained.
A minimum of 20% of the project area is required to be open space. The proposed amount of open
space is 43%. Plantings are being provided in compliance with the Landscape & Open Space
Ordinance.
The elevations of the buildings will be constructed of mostly brick, stone, fiber cement siding, fiber
cement panels, and glazing. The roofing material is proposed to be asphalt shingles. The lighting plan
submitted meets the requirements of the Site and Building Development Standards.
The subject property is within the Kettlestone Corridor. Per the Kettlestone Design Guidelines, K-
MF-Stacked High zoning allows for densities ranging from 15-24 dwelling units per acre and
buildings and buildings that are 3 to 5 stories tall. The approved planned development overlay for this
site allows up to 26 dwelling units per acre. The proposed project is meeting the intent of the
Kettlestone Master Plan and the requirements of the planned development.
The site plan is in general conformance with the Zoning Ordinance, Site Plan Ordinance, Planned
Development, Kettlestone Design Guidelines, and Comprehensive Plan. Staff recommends approval
of the site plan for The Peak at Kettlestone Apartments Phase 2 subject to any remaining staff
comments.

• General discussion of townhomes, verification that the townhomes are rentals
Motion by Commissioner Bankole for approval of a Site Plan for The Peak at Kettlestone Apartments
Phase 2, seconded by Commissioner Lohse. Ayes: Broderick, Streit, Koelker, Beenken, Lohse, and
Bankole. Recusals: Tessau. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan for The Peak at
Kettlestone Apartments Phase 2 subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for The Peak at Kettlestone Apartments Phase 2, subject to remaining staff
comments on August 13, 2024; AND,
WHEREAS, the Site Plan for The Peak at Kettlestone Apartments Phase 2 is in general
conformance with §160 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Site Plan for The Peak at Kettlestone Apartments Phase 2 is in general
conformance with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal
Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on

STORM WATER FACILITIES MAINTENANCE
REQUIREMENTS:
THE OWNER IS RESPONSIBLE FOR MAINTENANCE OF THE WET
DETENTION AREA AS DEFINED BELOW FROM THE APPROVED
MAINTENANCE COVENANT:
1.STORM WATER FACILITIES (INCLUDING PIPES, INLETS, AND
OUTLETS) SHALL BE ANNUALLY INSPECTED AND MAINTAINED IN
SUBSTANTIAL COMPLIANCE WITH THE APPROVED STORM WATER
MANAGEMENT PLAN.
2.TRASH, LITTER, DEBRIS OR OBSTRUCTIONS SHALL BE PROMPTLY
REMOVED FROM THE STORM WATER FACILITIES.
3.MOW ON A REGULAR BASIS TO MAINTAIN THE VEGETATION AT
THE HEIGHT DESIGNED ON THE ORIGINAL DESIGN TO PREVENT
EROSION.
4.ON A MONTHLY BASIS DURING THE GROWING SEASON, PLANT,
MAINTAIN AND REPLANT AS NECESSARY PERMITTED
VEGETATION.
5.CONDUCT QUARTERLY INSPECTIONS FOR ANY DEFECTS,
OBSTRUCTIONS, OR ANY CHANGES IN THE ORIGINAL DESIGN.
6.REMOVE ANY ACCUMULATED SEDIMENT FROM THE OUTLET
STRUCTURES AND REMOVE ANY SEDIMENT GREATER THAN THE
ORIGINAL DESIGN DEPTH.
7.ALL REPAIRS SHALL CONFORM TO THE ORIGINAL DESIGN.

6.ALL MAINTENANCE, RESTORATION AND REPAIRS SHALL

10.CONTRACTOR SHALL PLACE SHREDDED HARDWOOD MULCH AROUND ALL TREES, SHRUBS AND GROUND COVER BEDS TO A DEPTH OF 4 INCHES, UNLESS NOTED.
11.STAKING AND GUYING OF TREES SHALL BE AT THE DISCRETION OF THE CONTRACTOR BASED ON CURRENT ACCEPTED NURSERY STANDARDS. GENERALLY, TREES IN LARGE OPEN
AREAS SUBJECT O SIGNIFICANT WIND SHALL BE STAKED. STAKE AND WRAP TREES IMMEDIATELY AFTER PLANTING. CONTRACTOR SHALL ADJUST AND MAINTAIN GUYING TENSION
THROUGHOUT THE PLANT ESTABLISHMENT PERIOD. REMOVE ALL STAKES AND GUY WIRES NO MORE THAN ONE YEAR AFTER INSTALLATION.
12.THE LANDSCAPING CONTRACTOR SHALL HAVE ALL UTILITIES LOCATED BEFORE STARTING ANY SITE WORK OR PLANTING. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE
