AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat, and construction drawings for Morgan West Plat 1
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat, and construction drawings for a wetland restoration project, located
north of Hickman Road and west of NW 30th Street, containing 220-acres.
The project includes the creation of one (1) lot that is approximately 220-acres
in area. The lot meets the minimum requirements of the M-1/PD-1 zoning
district. The intent of the lot is to develop a prairie pothole/wetland restoration
area on the site with walking paths for public accessibility.
The project includes repairing/rerouting field tiles in order to better manage
stormwater runoff from adjacent farm fields. In addition to the field tile repair,
the applicant will be required to install sanitary sewer and water main across
the site to the west plat boundary. The preliminary plat shows the necessary
utility installations.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, final plat, and site plan request at their
meeting on August 13, 2024 and recommended approval:
Approval of a Preliminary Plat and Final Plat for Morgan West Plat 1
Melissa DeBoer, Planning Coordinator, introduced the request for approval of preliminary plat and
final plat, as requested by Apple, Inc., represented by Ryan Hardisty, of Civil Design Advantage.
The property is generally located west of NW 30th Street and north of Hickman Road, containing
approximately 220 acres. The subject property was annexed into the City of Waukee and rezoned in
2017. Apple, Inc., purchased the property and surrounding properties to develop a data center.
The project includes the creation of one (1) lot that is approximately 220-acres in area. The lot meets
the minimum requirements of the M-1/PD-1 zoning district. The intent of the lot is to develop a
prairie pothole/wetland restoration area on the site with walking paths for public accessibility.
The project includes repairing/rerouting field tiles to better manage stormwater runoff from adjacent
farm fields. In addition to the field tile repair, the applicant will be required to install sanitary sewer
and water main across the site to the west plat boundary. The preliminary plat shows the necessary

The comprehensive plan classifies the subject property as Technology Center. The Technology Center
classification provides uses such as a data center and related industries that are not typically
I8A-C
employment intensive uses and tend not to generate substantial amounts of car or truck traffic once
established. The proposed use will compliment the adjacent data center.
The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and
Planned Development. Staff recommends approval of the preliminary plat and final plat for Morgan
West Plat 1 subject to remaining staff comments.
Discussion as follows:
General discussion and understanding that this is private property with improvements that the
public can access via a parking lot and trails that connect to public trails
General discussion of plat boundaries to allow for an existing residential property
General discussion of the repairs needed regarding tile, drainage and how it affects other
landowners in the area
Ryan Hardisty of CDA, confirmed that existing drainage tiles are being repaired/restored to
create the wetlands, and ensuring that tile work to create wetlands impacts offsite properties by
functioning well, utilizing extensive tile mapping provided by the county in 2018
Motion by Commissioner Koelker for approval of a Preliminary Plat for Morgan West Plat 1,
seconded by Commissioner Tessau. Ayes: Broderick, Streit, Koelker, Beenken, Lohse, Tessau and
Bankole. Nays: None. Motion carried.
Motion by Commissioner Koelker for approval of Final Plat for Morgan West Plat 1, seconded by
Commissioner Lohse. Ayes: Broderick, Streit, Koelker, Beenken, Lohse, Tessau and Bankole. Nays:
None. Motion carried.
RECOMMENDATION: Approve the resolutions.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Morgan West Plat 1 on August 13, 2024; AND,
WHEREAS, the Preliminary Plat for Morgan West Plat 1 is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 19th day of August, 2024 that the Preliminary Plat for Morgan West Plat 1 be approved
subject to remaining staff comments.

APPROVING THE FINAL PLAT FOR MORGAN WEST PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, APPLE, INC., has requested final plat approval of Morgan West Plat 1 (the “Plat”);
AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on August 13, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Morgan West Plat 1 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
19th day of August, 2024, that the Final Plat for Morgan West Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Public Ingress/Egress Easement;
2. Public Water Main Easement;
3. Public Sanitary Sewer Easement; and
4. Public Trail Easement;

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for Morgan West Plat 1;
AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 19th day of August, 2024, that the Construction Drawings for Morgan West Plat 1 be
approved subject to remaining comments.
