AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 19, 2024 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Project Morgan Prairie Pothole Wetland Restoration FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for private improvements including a walking path and a parking lot, located west of NW 30th Street and north of Hickman Road, containing 220-acres. The project includes private improvements including field tile work to manage runoff from adjacent farm fields and restoration of natural prairie potholes. The project also includes an addition of an 8-foot-wide gravel walking path across the site and a small parking lot off of NW 30th Street. A small parking lot will be provided off of NW 30th Street. The gravel walking path will also connect to the trail along Hickman Road in two locations. The project includes an abundance of native plantings throughout the property. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on August 13, 2024, and recommended approval: Approval of a Site Plan for Project Morgan Prairie Pothole Wetland Restoration Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for private improvements including a walking path and parking lot, as requested by Apple, Inc., represented by Mathew Stone with RES, LLC. The property is generally located west of NW 30th Street and north of Hickman Road, containing approximately 220 acres. The subject property was annexed into the City of Waukee and rezoned in 2017. Apple, Inc., purchased the property and surrounding properties to develop a data center. The project includes private improvements including field tile work to manage runoff from adjacent farm fields and restoration of natural prairie potholes. The project also includes an addition of an 8- foot-wide gravel walking path across the site and a small parking lot. A small parking lot with 11 parking spaces will be provided from NW 30th Street, providing access for people to park and use the gravel walking path. The gravel walking path will also connect to the trail along Hickman Road in two locations. The project includes repairing/rerouting field tiles to better manage stormwater runoff from adjacent farm fields. The project includes an abundance of native plantings throughout the property. I9 The comprehensive plan classifies the subject property as Technology Center. The Technology Center classification provides uses such as a data center and related industries that are not typically employment intensive uses and tend not to generate substantial amounts of traffic once established. The proposed use will compliment the adjacent data center. The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and Planned Development. Staff recommends approval of the site plan for Project Morgan Prairie Pothole Wetland Restoration subject to remaining staff comments. Discussion as follows: • General discussion of residential property; Ryan Hardisty of CDA confirmed that future access to public utilities will be offered to this property owner, and have had several conversations regarding impacts to this site, intentional buffering, • General discussion with Ryan Hardisty of CDA and Mathew Stone, of Resource Environmental Solutions, regarding the materials of the walking path (gravel, to keep the site as natural as possible) and parking lot materials, including fencing around parking, and the existing fence around the property • General discussion of planned use; planned for wetlands for at least 10 years, Ryan Hardisty confirmed that a change to move to development would trigger a wetlands study and it becomes significantly more difficult to develop once it has been designated as wetlands, unsure what is planned after 10 years • What is driving this project from the owners’ side? Ryan Hardisty commented it was his understanding after being involved with the project approximately 7 years ago, the intent at purchase was some type of naturalization and to develop wetlands; he could not speak to the corporate decision process but as far as he knows this has always been a goal for Apple Motion by Commissioner Streit for approval of a Site Plan for Project Morgan Prairie Pothole Wetland Restoration, seconded by Commissioner Broderick. Ayes: Broderick, Streit, Koelker, Beenken, Lohse, Tessau and Bankole. Nays: None. Motion carried.
