FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: Bids were received on August 28, 2024, with
four general contractors submitting bids. The engineer’s estimate for the project was
$1,500,000. The apparent low bid was submitted by WRH, Inc. of South Amana, Iowa for
$1,240,800. This bid is approximately 17.3% below the engineer’s estimate. WRH
satisfactorily completed the Lift Station No. 2 Rehabilitation Project for the City in 2022-24.
This project is included in the approved FY 2025-2029 CIP with a total project budget of
$1,437,500.00. This project has a completion date of November 21, 2025.

STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding
contract to WRH, Inc. of South Amana, IA for $1,240,800.00.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE LIFT STATION NOS. 4 AND 6
REHABILITATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Lift Station Nos. 4 and 6 Rehabilitation, described in the plans and
specifications heretofore adopted by this Council on September 3, 2024, be and is hereby accepted,
the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:WRH, Inc.,of South Amana, IA
Amount of bid:$1,240,800.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
PASSED AND APPROVED this 3rd day of September, 2024.

LIFT STATION NOS. 4 AND 6 REHABILITATION
LETTER OF RECOMMENDATION
The City of Waukee received bids until 2:00 P.M., August 28, 2024, for the Lift Station Nos. 4 and
6 Rehabilitation project. A total of four bids were received. The bids are as follows:
WRH, Inc. $1,240,800.00
On Track Construction, LLC $1,265,000.00
Minturn, Inc. $1,521,000.00
Synergy Contracting, LLC $2,650,000.00
The apparent low bid was submitted by WRH, Inc. of South Amana, Iowa in the amount of
$1,240,800.
The engineer’s estimate of cost for construction of the project was $1,500,000.
We recommend award of the Lift Station Nos. 4 and 6 Rehabilitation project to WRH, Inc. of
South Amana, Iowa.
