truck from Banner Fire Equipment
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The fire department is requesting the purchase of a 2027
Emergency One ladder truck. This purchase is being conducted through the
Sourcewell group purchasing consortium. The expected life of the truck is 25
years. This truck is replacing a 2003 Emergency One ladder truck.
There is a four-year lead time from the date of order. Due to extended lead
time the seller has reserved the right to increase the chassis based on market
conditions.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The purchase price for the
ladder truck is $1,831,955. Included in the price is a pre-build meeting at the
manufacturing plant, pre-delivery inspection at the dealer and contingency
fund of $10,000. During the budgeting process we will request miscellaneous
equipment to outfit the truck.

STAFF REVIEW AND COMMENT: Staff recommends approval.

AUTHORIZING THE PURCHASE OF A 2027 100’ LADDER TRUCK FROM BANNER
FIRE EQUIPMENT OF ROXANA, IL IN THE AMOUNT OF $1,831,955 [WAUKEE FIRE
DEPARTMENT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS the Waukee Fire Department finds it necessary to replace a 2003 ladder truck;
AND,
WHEREAS, the Waukee Fire Department recommends the purchase of a 2027 Emergency One
ladder truck from Banner Fire Equipment through the Sourcewell group purchasing consortium,
of which the Waukee Fire Department is a member; AND,
WHEREAS the purchase is included in the Fiscal Year 2027 Capital Improvement Program but
due to a four-year lead time, the Waukee Fire Department requests that the purchase be approved
by the Waukee City Council at this time.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
16th day of September 2024, that it hereby authorizes the purchase of a 2027 ladder truck from
Banner Fire Equipment of Roxana, IL in the amount of $1,831,955.00.

This proposal has been prepared for:

We hereby propose to furnish to you, subject to proper execution of the attached agreement by you and by an officer
of this Company, the following apparatus and equipment to be built in accordance with the attached specifications:

1 E-One 100’ Single Axle ladder, 1500 GPM Hale DSD Pump, 300-gal poly
tank, mounted on an E-One Cyclone Custom Chassis equipped with a
Cummins X10 450 HP engine per specs.

Add for Performance Bond if needed. $7,312.00
Delivery will be FOB South Roxana, Il. and will be made approximately 1320-1400 calendar days after receipt of
order at the Florida plant, based upon proper execution of the attached agreement by both parties. Terms of Payment
are 90% of the purchase price due upon arrival of the unit at our South Roxana, Il facility with the balance due upon
pick up.
Price listed above is firm for 30 days. Price is subject to increase after that time.
