AGENDA ITEM: Consideration of approval of resolutions approving a site plan for Cove at
Kettlestone Plat 4, Lot 2 (1475 SE Bishop Drive)
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a
grocery store, located south of SE University Avenue and west of SE Waco
Place, containing 1.62-acres.
The project includes the construction of a single-story building for a grocery
store. The building is 6,000 square feet in area and 28 feet in height. A trash
enclosure is provided at the northwest corner of the site.
Two accesses will be provided into this site, one off of the shared private
drive to the north and one off of SE Bishop Drive at the south. A ten-foot-
wide trail will be provided along SE Waco Place and a five-foot-wide
sidewalk will be provided along SE Bishop Drive adjacent to the site. A total
of 24 parking spaces are required, they are providing 38 spaces.
The site will be serviced with all public utilities. Stormwater detention will be
provided with a detention basin located at the west side of the site and with
underground detention located at the southeast corner of the site.
A minimum of 15% of the site is required to be open space, they are providing
35%. The required amount of plantings are being provided.
The elevations of the building will be constructed of stone, brick, storefront
system, and Nichiha siding. The trash enclosure will be composed of brick
with metal gates.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on September 24, 2024,
and recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a grocery
store, as requested by Super 6, LLC, represented by Korey Marsh, of Snyder & Associates, Inc.
The property is generally located south of SE University Avenue and west of SE Waco Place,
containing approximately 1.62-acres, within the Cove at Kettlestone development. The property is a
vacant lot, platted as Lot 2, Cove at Kettlestone Plat 4.

The project includes construction of a single-story building for a grocery store that includes a small
restaurant space within the grocery store. The building is 6,000 square feet in area and 28 feet in
height. The main entrance to the building is located on the north side of the building. A small patio is
proposed on the east side of the building. The site plan includes a trash enclosure located at the
northwest corner of the site and a monument sign located at the northeast corner of the site, adjacent to
SE Waco Place.
The site plan also shows a potential future addition which includes a 4,000 square foot building
addition, additional parking spaces and continuation of the drive aisles to provide continued access
around the site and building. A future addition will require separate site plan approval.
There are two accesses into this site. One is located at the northwest corner from the shared private
drive, and one is located at the southwest corner from SE Bishop Drive. A total of 24 parking spaces

site for future parking, including the possibility of an additional 15 future parking stalls.
A ten-foot-wide trail will be installed along SE Waco Place and a five-foot-wide sidewalk will be
installed along SE Bishop Drive adjacent to the site. A pedestrian connection is provided into the site
from the public sidewalk along SE Bishop Drive. Sidewalks are proposed interior to the site to
provide pedestrian connections from the parking lot to the proposed building, and around the building.
The site will be serviced with all public utilities. Water and sanitary sewer will be brought from mains
located to the south along SE Bishop Drive. Storm water detention will be provided with a detention
basin located at the west side of the site and with underground detention located at the southeast corner
of the site.
A minimum of 15% of the project area is required to be open space, with the amount proposed at 35%.
The landscape plan meets the requirements of the Landscape and Open Space Ordinance and the
Kettlestone Design Guidelines. The elevations of the building are proposed to be constructed mostly
of stone, brick, storefront system, and Nichiha siding. The trash enclosure is proposed to be
constructed of brick with metal gates. The applicant has submitted a photometric plan and associated
light fixture cut sheets which meets the lighting requirements of the Site Plan Ordinance. The
comprehensive plan classifies the subject property as Community Commercial. This classification
provides a variety of uses that would serve the community and are located along minor or major
arterials.
The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and
Kettlestone Design Guidelines. Staff recommends approval of the site plan for Cove at Kettlestone
Plat 4, Lot 2, subject to remaining staff comments.
Discussion as follows:
• General discussion of delivery access, concern there is not enough room for larger delivery
vehicles
• Marty Barkley of Accurate Commercial spoke and provided information that trucks serving
this business are not the large-scale trucks seen at larger grocery stores such as Hy-Vee;
delivery will occur via Bishop Drive, and also shared that access points have been widened to
accommodate truck traffic
• General discussion of the layout and capacity for planned restaurant space, which Marty
confirmed is more of a deli space and small patio, with the patio being removed if any future
expansion occurs
• General discussion of signage and stop signs; has not come up but could be revisited if it
becomes a concern
Motion by Commissioner Lohse for approval of a site plan for Cove at Kettlestone Plat 4, Lot 2 (1475
SE Bishop Drive), seconded by Commissioner Koelker. Ayes: Broderick, Koelker, Beenken, Lohse,
and Bankole. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan for Cove at
Kettlestone Plat 4, Lot 2 subject to remaining staff comments.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Cove at Kettlestone Plat 4, Lot 2, subject to remaining staff comments on
September 24, 2024; AND,
WHEREAS, the Site Plan for Cove at Kettlestone Plat 4, Lot 2 is in general conformance with
§160 – Site and Building Development Standards Ordinance of the Waukee Municipal Code;
AND,
WHEREAS, the Site Plan for Cove at Kettlestone Plat 4, Lot 2 is in general conformance with
§161 – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 7th day of October, 2024, that the Site Plan for Cove at Kettlestone Plat 4, Lot 2 is approved
subject to remaining staff comments.

BACKGROUND
The subject property is located within the Cove at Kettlestone development. The property is a vacant lot,
platted as Lot 2, Cove at Kettlestone Plat 4.
PROJECT DESCRIPTION
The project includes the construction of a single-story building for a grocery store that includes a small
restaurant space within the grocery store. The building is 6,000 square feet in area and 28 feet in height. The
main entrance to the building is located on the north side of the building. A small patio is proposed on the
east side of the building.
The site plan includes a trash enclosure located at the northwest corner of the site and a monument sign
located at the northeast corner of the site, adjacent to SE Waco Place.

B.STORM WATER DISCHARGE PERMIT
1.THIS PROJECT REQUIRES COVERAGE UNDER THE NPDES GENERAL PERMIT NO. 2 FOR
STORM WATER DISCHARGES ASSOCIATED WITH CONSTRUCTION ACTIVITIES FROM THE
IDNR, AS REQUIRED BY THE ENVIRONMENTAL PROTECTION AGENCY (EPA). THE GENERAL
CONTRACTOR AND ALL SUBCONTRACTORS ARE RESPONSIBLE FOR COMPLIANCE WITH
AND FULFILLMENT OF ALL REQUIREMENTS OF THE NPDES GENERAL PERMIT NO. 2 AS
SPECIFIED IN THE CONTRACT DOCUMENTS.
2.ALL DOCUMENTS RELATED TO THE STORM WATER DISCHARGE PERMIT, INCLUDING, BUT
NOT LIMITED TO, THE NOTICE OF INTENT, PROOF OF PUBLICATIONS, DISCHARGE
AUTHORIZATION LETTER, CURRENT SWPPP, SITE INSPECTION LOG, AND OTHER ITEMS,
SHALL BE KEPT ON SITE AT ALL TIMES AND MUST BE PRESENTED TO ANY JURISDICTIONAL
AGENCIES UPON REQUEST. FAILURE TO COMPLY WITH THE NPDES PERMIT
REQUIREMENTS IS A VIOLATION OF THE CLEAN WATER ACT AND THE CODE OF IOWA.
3.A "NOTICE OF DISCONTINUATION" MUST BE FILED WITH THE IDNR UPON FINAL
STABILIZATION OF THE DISTURBED SITE AND REMOVAL OF ALL TEMPORARY EROSION
CONTROL MEASURES. ALL PLANS, INSPECTION REPORTS, AND OTHER DOCUMENTS
MUST BE RETAINED FOR A PERIOD OF THREE YEARS AFTER PROJECT COMPLETION. THE
CONTRACTOR SHALL RETAIN A RECORD COPY AND PROVIDE THE ORIGINAL DOCUMENTS
TO THE OWNER UPON PROJECT ACCEPTANCE AND/OR SUBMITTAL OF THE NOTICE OF
DISCONTINUATION.
C.POLLUTION PREVENTION PLAN
1.THE STORM WATER POLLUTION PREVENTION PLAN (SWPPP) IS A SEPARATE DOCUMENT IN
ADDITION TO THESE PLAN DRAWINGS. THE CONTRACTOR SHOULD REFER TO THE SWPPP
FOR ADDITIONAL REQUIREMENTS AND MODIFICATIONS TO THE POLLUTION PREVENTION
PLAN MADE DURING CONSTRUCTION.
2.THE SWPPP ILLUSTRATES GENERAL MEASURES AND BEST MANAGEMENT PRACTICES
(BMP) FOR COMPLIANCE WITH THE PROJECT'S NPDES PERMIT COVERAGE. ALL BMP'S
AND EROSION CONTROL MEASURES REQUIRED AS A RESULT OF CONSTRUCTION
ACTIVITIES ARE THE RESPONSIBILITY OF THE CONTRACTOR TO IDENTIFY, NOTE AND
