AGENDA ITEM: Consideration of approval of resolution approving a preliminary plat for
Hamilton Ridge Plat 10
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
for a single-family residential development, located south of Ashworth Road
and west of 6th Street/Ute Avenue, containing 18.63-acres.
The preliminary plat includes a total of 20 single family lots. A total of 13 lots
are zoned R-2 and a total of 7 lots are zoned R-1.
The preliminary plat also shows two outlots. Outlot Y is for stormwater
detention and Outlot Z is for landscape buffer plantings. Both outlots will be
owned and maintained by a homeowner’s association. Two public cul-de-sacs
will be provided and public utilities will serve the proposed lots.
Parkland dedication requirements have been met with the overall Hamilton
Ridge development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat at their meeting on September 24, 2024 and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat for a
single-family residential subdivision, as requested by Landmark Development Services, represented by
Erin Ollendike of Civil Design Advantage.
The property is generally located south of Ashworth Road and west of 6th Street/Ute Avenue,
containing approximately 18.63-acres. A preliminary plat was previously approved in 2022 for
“Hamilton Ridge Plat 12”, this included the R-1 zoned portion along the east side of the proposed
preliminary plat. Due to how stormwater is handled throughout this area, the developer has combined
the two areas into one overall preliminary plat.
The preliminary plat identifies a total of 20 lots for single-family residential development. The lots
range in size from 0.28-acres to 1.57-acres in area. The preliminary plat also identifies two outlots.
Outlot Y is for stormwater detention, and Outlot Z is for landscape buffer plantings. Both outlots will
be owned and maintained by a homeowner’s association. A 25-ft landscape buffer will be provided
along the north side of the development to provide screening from Ashworth Road.

Two public streets will be provided. Both streets are cul-de-sacs. A five-foot wide sidewalk will be
provided along the south side of Ashworth Road with plat improvements. Five-foot-wide sidewalks
will also be provided along all lots, adjacent to both cul-de-sacs, with individual lot development.
Public utilities will serve the proposed lots by utilizing an existing water main located along Ashworth
Road. Sanitary sewer will be extended to serve this plat from the main to the west. Stormwater
detention will be provided within detention basins located throughout the proposed plat. All proposed
easements have been indicated on the preliminary plat. A landscape buffer easement has been
indicated adjacent to Ashworth Road. Parkland dedication requirements have been met with the
overall Hamilton Ridge development.
The Imagine Waukee 2040: Comprehensive Plan identifies the subject property as Medium Density
Residential and Single Family Residential. Although the area zoned R-1, Single-Family Residential is
not consistent with the Comprehensive Plan designation of Medium Density Residential, staff is
comfortable with the proposed project as it is consistent with the adjacent properties.
All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in
general conformance with the Subdivision Ordinance, and the proposed land use of the property is
consistent with the Comprehensive Plan. Staff recommends approval of the preliminary plat for
Hamilton Ridge Plat 10, subject to remaining staff comments.
Discussion as follows:
• General discussion of layout of the plat -west of the pond is R-2, east is R-1
• Discussion of past neighborhood concerns, rezonings
• Past concerns about traffic and connection points, which is why the new public streets are cul-
de-sacs
• Confirmation from staff that pond and landscaping area is going to be maintained by an HOA
for the plat, which is a city requirement to ensure it is maintained
• General discussion of access functionality; Erin Ollendike of Civil Design Advantage spoke
and confirmed that both access points will be full access points
Motion by Commissioner Bankole for approval of a Preliminary Plat for Hamilton Ridge Plat 10,
seconded by Commissioner Lohse. Ayes: Broderick, Koelker, Beenken, Lohse, and Bankole. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat for
Hamilton Ridge Plat 10 subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Hamilton Ridge Plat 10 on September 24, 2024; AND,
WHEREAS, the Preliminary Plat for Hamilton Ridge Plat 10 is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 7th day of October, 2024 that the Preliminary Plat for Hamilton Ridge Plat 10 be
approved subject to remaining staff comments.

HISTORY
A preliminary plat was previously approved in 2022 for “Hamilton Ridge Plat 12”, this included the R-1 zoned portion
along the east side of the proposed preliminary plat. Due to how stormwater is handled throughout this area, the
developer has come back and combined the two areas into one overall preliminary plat.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of 20 lots for single-family residential development. The lots range in size from
0.28-acres to 1.57-acres in area.
The preliminary plat also identifies two outlots. Outlot Y is for stormwater detention and Outlot Z is for landscape
buffer plantings. Both outlots will be owned and maintained by a homeowner’s association. A 25-ft landscape buffer will
be provided along the north side of the development to provide screening from Ashworth Road. Bulk regulations of the
R-1 and R-2 zoning districts are provided in Table 1 below.

STREETS AND TRAILS
Two public streets will be provided as part of this development. Both streets are cul-de-sacs. A five-foot wide sidewalk
will be provided along the south side of Ashworth Road with plat improvements. Five-foot wide sidewalks will be
provided along all lots, adjacent to both cul-de-sacs, with individual lot development.
UTILITIES
Public utilities will serve the proposed lots. Extensions will be provided from the existing water main located along
Ashworth Road. Sanitary sewer will be extended to serve this plat from the main to the west. Stormwater detention
will be provided within detention basins located throughout the proposed plat.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. A landscape buffer easement has been indicated
adjacent to Ashworth Road.
