AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat and site
plan for Torstenson Subdivision
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and site plan for a single-family residential development, located north of
Indian Ridge Drive and east of 6th Street, containing 5.66-acres.
The preliminary plat identifies two lots. Lot 1 is proposed to be 2.11-acres in
area and Lot 2 is proposed to be 1.72-acres in area and will contain the
existing house. The plat also includes an outlot for the areas within the
floodplain. This outlot is 0.54-acres in area and will be lot tied to Lot 2.
Public water services and sanitary sewer services will serve the lots. Storm
water will be managed with private storm sewer and private detention
easements to be privately owned and maintained.
No new streets are proposed with this plat. The existing access to Lot 2 off of
6th Street will remain for access to the existing house. A new driveway will be
paved for Lot 1 off of 6th Street.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat and site plan request at their meeting on
September 24, 2024 and recommended approval:
Approval of a Preliminary Plat and Site Plan for Torstenson Subdivision
Melissa DeBoer, Planning Coordinator, introduced the request for a preliminary plat, site plan, and
final plat for a single-family residential development, as requested by Ted Torstenson, represented by
Jared Murray, of Civil Design Advantage.
The property is generally located north of Indian Ridge Drive and east of 6th Street, containing
approximately 5.66 acres. The subject property is currently one lot. The property is in the process of
being rezoned from A-1, Agricultural District, to R-1, Single Family Residential District to allow the
property to be split into two lots. The existing house will remain on one lot, and the other lot will be a
new lot for single family residential development.
The preliminary plat and final plat identify two lots. Lot 1 is proposed to be 2.11-acres and Lot 2 is
proposed to be 1.72-acres and will contain the existing house. The plat also includes an outlot for the

subject to remaining staff comments and review of legal documents.
Discussion as follows:
• General discussion of driveway location and the need for a separate driveway due to
topography/grading preventing a shared driveway
• General discussion of the size of lots and confirmation that the existing lot retains the outlot
Motion by Commissioner Broderick for approval of a Preliminary Plat for the Torstenson Subdivision,
seconded by Commissioner Lohse. Ayes: Broderick, Koelker, Beenken, Lohse, and Bankole. Nays:
None. Motion carried.
Motion by Commissioner Broderick for approval of a Final Plat Plan for the Torstenson Subdivision,
seconded by Commissioner Bankole. Ayes: Broderick, Koelker, Beenken, Lohse, and Bankole.
Nays: None. Motion carried.
Motion by Commissioner Koelker for approval of a Site Plan for the Torstenson Subdivision,
seconded by Commissioner Lohse. Ayes: Broderick, Koelker, Beenken, Lohse, and Bankole. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat and site
plan for Torstenson Subdivision subject to remaining staff comments.
RECOMMENDATION: Approve the resolutions.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Torstenson Subdivision on September 24, 2024; AND,
WHEREAS, the Preliminary Plat for Torstenson Subdivision is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 7th day of October, 2024 that the Preliminary Plat for Torstenson Subdivision be
approved subject to remaining staff comments.

APPROVING THE SITE PLAN FOR TORSTENSON SUBDIVISION
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Torstenson Subdivision, subject to remaining staff comments on September 24,
2024; AND,
WHEREAS, the Site Plan for Torstenson Subdivision is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Torstenson Subdivision is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 7th day of October 2024, that the Site Plan for Torstenson Subdivision is approved subject to
remaining staff comments.

HISTORY
The subject property is currently one lot. The property is in the process of being rezon ed from A-1, Agricultural
District, to R-1, Single Family Residential District to allow the property to be split into two lots. The existing house will
remain on one lot and the other lot will be a new lot for single family residential development.

in this area.
